Chennai, Aug 2026 : The Tamil Nadu Legislative Assembly is set to take up two special government resolutions on Tuesday, with the ruling establishment expected to reiterate its opposition to the National Eligibility-cum-Entrance Test (NEET) and object to proposed changes to the Foreign Contribution Regulation Act (FCRA).
The two resolutions are likely to reflect the Tamil Nadu government’s continuing differences with the Centre over policies that it believes could affect the state’s interests, particularly in education and regulation of organisations receiving foreign contributions.
Ministers Arun Raj and Rajmohan are expected to move the two separate resolutions during the Assembly proceedings.
The resolution opposing NEET is likely to reiterate Tamil Nadu’s long-standing demand for exemption from the national-level entrance examination for admission to undergraduate medical courses. The state government has consistently maintained that the examination places students from rural and economically weaker backgrounds at a disadvantage.
Tamil Nadu has also argued that students studying under the State Board curriculum face difficulties competing with candidates who have access to specialised and expensive coaching for NEET. The state has maintained that the examination could undermine its existing admission system and affect the principle of social justice in medical education.
The issue has remained politically sensitive in Tamil Nadu for several years, with successive state governments questioning the need for a centralised examination for medical admissions. The government is expected to use Tuesday’s resolution to renew its demand for an exemption and seek greater flexibility for the state to determine its own admission framework.
The proposed resolution is also likely to stress the importance of ensuring equal opportunities for students from different socio-economic backgrounds. The state government has repeatedly maintained that access to medical education should not be determined primarily by a student’s ability to afford coaching and preparation programmes.
The Assembly will also consider a separate special resolution opposing proposed changes to the FCRA. The legislation regulates the receipt and utilisation of foreign contributions by associations, non-governmental organisations and other eligible entities in India.
The Tamil Nadu government is expected to raise concerns over the possible implications of the proposed amendments, particularly for organisations that receive overseas contributions for legitimate social, charitable and developmental activities.
The resolution may urge the Union government to reconsider the proposed changes and ensure that regulatory provisions do not unnecessarily affect organisations working in areas such as social welfare, education, healthcare and community development.
Both resolutions are expected to lead to detailed discussions in the House, with political parties likely to put forward their respective positions on NEET and the proposed FCRA changes.
The debates come as the Tamil Nadu Assembly continues its ongoing session, during which several issues involving the relationship between the state and the Centre have featured prominently.
The NEET resolution, in particular, is expected to attract considerable attention given the examination’s long-standing political significance in Tamil Nadu. The state has consistently opposed the test, arguing that its uniform format does not adequately account for differences in school curricula, socio-economic conditions and access to coaching.
Tuesday’s proceedings will therefore be closely watched for the tone of the Assembly’s renewed opposition to NEET and its response to the Centre’s proposed changes to foreign contribution regulations.
