₹1,439-crore drinking water scheme, government women’s college, grain storage facilities, irrigation upgrades and free housing plots among key initiatives
Chennai, October 2026: Tamil Nadu Chief Minister C. Joseph Vijay on Monday announced a series of development and welfare initiatives for the Madurantakam and Dharapuram Assembly constituencies, focusing on improving drinking water supply, education, healthcare, agriculture, irrigation, housing and basic infrastructure.
The announcements follow the recent Assembly by-election victories of the ruling Tamilaga Vettri Kazhagam (TVK) in both constituencies. The proposed projects include a ₹1,439-crore combined drinking water supply scheme, a new government women’s college, agricultural storage infrastructure, free residential land titles for thousands of families and improvements to public healthcare and urban amenities.
The Chief Minister has directed the concerned departments to initiate the necessary steps to implement the announced projects. The government aims to expand infrastructure in rural and urban areas and address long-standing public demands.
₹1,439-Crore Drinking Water Project for Dharapuram
One of the major announcements concerns drinking water supply in the Dharapuram Assembly constituency in Tiruppur district.
The government will implement a combined drinking water supply scheme at an estimated cost of ₹1,439 crore, using the Cauvery River as its water source. The project is intended to provide drinking water to 1,232 rural habitations across Tiruppur district.
In addition, approximately 13,000 new drinking water connections will be provided in Dharapuram and Kundadam areas.
The initiative is expected to improve access to regular drinking water for rural households and address difficulties faced by communities with inadequate water supply. Its implementation will require coordination among the relevant departments to extend distribution infrastructure and connect eligible households.
Free Residential Land Titles for 2,700 Families
In a move aimed at supporting economically weaker and landless households, the government has announced free residential land titles for 2,700 families in the Dharapuram constituency.
The initiative is intended to help families that do not own residential land secure a place to live. The government will also take steps to provide land titles to 87 families who have been residing in Chinnaputhur village for approximately 20 years.
The concerned departments have been instructed to identify eligible beneficiaries and complete the required procedures.
The initiative is expected to provide greater housing security to qualifying families, although the distribution process and implementation schedule will depend on the completion of the necessary administrative formalities.
Irrigation Canals to Be Repaired and Desilted
Agriculture remains a key livelihood source in the Dharapuram region, making irrigation improvements an important part of the development package.
Chief Minister Vijay announced that irrigation canals extending approximately 271 kilometres would be cleaned and repaired at a cost of ₹10 crore.
The work is intended to improve the flow of water through the irrigation network and help ensure better access to water for agricultural fields. Effective maintenance of canals can be particularly important for farmers who depend on existing irrigation systems for cultivation.
The government has also proposed establishing a new fire station in the Mulanur area to strengthen emergency response services.
New Government Women’s College in Madurantakam
In Chengalpattu district, the Madurantakam constituency will receive additional higher education infrastructure.
The Chief Minister announced a new government arts and science college for women at Acharapakkam, with an estimated investment of ₹20 crore.
The proposed institution is expected to improve access to higher education for women in the surrounding rural areas. Students may benefit from having a local government college instead of having to travel to distant towns and cities to pursue undergraduate studies.
The initiative is aimed at expanding educational opportunities and making higher education more accessible to young women from different economic backgrounds.
Six New Paddy Procurement Centres
To make it easier for farmers in Madurantakam to sell their produce, the government has announced six new paddy procurement centres.
Each centre is expected to cost approximately ₹30 lakh, taking the estimated total investment to ₹1.80 crore.
The centres are intended to improve farmers’ access to government procurement facilities and make the process of selling paddy more convenient.
In another major agricultural initiative, a large grain storage facility with a capacity of 20,000 metric tonnes will be developed at Athur at an estimated cost of ₹20 crore. The facility is primarily intended for the safe storage of paddy and other grain-handling requirements, rather than as a cold-storage unit.
The storage centre is expected to strengthen agricultural infrastructure by providing additional capacity to preserve harvested produce.
State-Level Seed Farm on 25 Acres
The government has also decided to establish a state-level seed farm on approximately 25 acres of land in Madurantakam.
The project is estimated to cost ₹10 crore and is intended to support the availability of quality seeds for agricultural activities.
Access to reliable seed supplies is an important component of agricultural productivity. The proposed farm could help strengthen the region’s agricultural support infrastructure, subject to the details of its development and operations.
In addition, the government will undertake phased cleaning and structural repairs of a high-level canal stretching approximately 30 kilometres in Madurantakam.
The work is aimed at improving water distribution to 30 lakes in the area. Better maintenance of the canal network could help improve water movement and support local irrigation requirements.
Modern Trauma Centre at Government Hospital
Healthcare infrastructure is another priority in the development package.
Chief Minister Vijay announced that a modern trauma and emergency care centre would be established at the Madurantakam Government Hospital at an estimated cost of ₹10 crore.
The proposed facility is expected to improve access to emergency treatment for accident victims and patients requiring urgent medical attention.
A local trauma centre could reduce the need for some patients to travel long distances before receiving emergency care. However, details regarding the range of services, staffing arrangements and expected completion date have not yet been announced.
Hostel for Working Women and Knowledge Centre for Youth
The government has also announced plans to construct a hostel for working women in the Madurantakam municipal area.
The facility is intended to provide accommodation for women who live in the area for employment and may require safe and accessible housing.
Separately, a knowledge centre for educated young people will be established at an estimated cost of ₹3 crore. The centre is expected to support access to learning resources and provide a dedicated space for educational activities.
The government has also announced a weekly market at a cost of ₹4 crore. The proposed market is expected to improve local trading facilities and provide an organised space for vendors, traders and consumers.
Together, these initiatives are aimed at improving urban amenities and supporting employment, education and local economic activity.
Madurantakam Lake to Be Developed as a Tourist Destination
The government plans to develop Madurantakam Lake as a tourism and recreational destination by creating a park and other visitor facilities in the surrounding area.
The initiative aims to encourage tourism and provide residents with additional recreational spaces. The development will depend on the final project design and implementation arrangements.
New rainwater drainage systems have also been announced for the area. These are intended to improve the management of rainwater and strengthen urban infrastructure.
Improvements to Schools, Sports and Electricity Infrastructure
The development package also includes measures to improve educational facilities and recreational infrastructure.
Pukkathur Government High School will be upgraded to a higher secondary school, allowing students to access additional levels of schooling locally.
In the Karunguzhi area, a mini sports ground will be developed for rural students at an estimated cost of ₹80 lakh. The facility is intended to expand opportunities for sports and physical activities among young people.
The government has also proposed installing an additional 25 MVA-capacity power transformer at the Madurantakam substation at a cost of ₹3 crore. The upgrade is intended to strengthen electricity infrastructure and support local power requirements.
TVK Won Both Seats in By-Elections
The announcements follow TVK’s victories in the Madurantakam and Dharapuram Assembly constituencies in by-election results declared on October 9.
K. Maragatham Kumaravel won the Madurantakam seat by a margin of 20,040 votes, while P. Sathyabama secured the Dharapuram constituency by 9,471 votes.
Following the victories, TVK’s strength in the 234-member Tamil Nadu Legislative Assembly increased to 109 legislators.
The results provided the political backdrop for the government’s latest announcements concerning the two constituencies.
Departments Directed to Begin Implementation
Chief Minister Vijay has instructed the relevant departments to begin the necessary administrative and implementation processes for the announced projects.
The government has said that the required steps will be taken to make the facilities available to the public as soon as possible. However, the initiatives are at the announcement or initial implementation stage, and individual completion timelines will become clearer once the departments finalise their action plans.
The package covers a broad range of public needs, from drinking water and housing to education, healthcare, agricultural infrastructure and local economic development.
If implemented as announced, the projects could improve access to essential services and strengthen infrastructure in Madurantakam and Dharapuram. Their eventual impact will depend on timely execution, effective coordination among departments and the completion of the proposed facilities.
