Raipur, August 2026 : In line with Prime Minister Narendra Modi’s vision of an Aatmanirbhar Bharat, the Chhattisgarh government is focusing on the sustainable and inclusive development of mineral resources while giving special emphasis to the economic empowerment of tribal communities.
As part of this effort, Chief Minister Vishnu Deo Sai on Monday launched the TIN (Tribal Incentives on Natural Resources) Portal, developed by the Chhattisgarh Mineral Development Corporation Limited (CMDC) in collaboration with Indian Overseas Bank. Union Minister of State for Coal and Mines Satish Chandra Dubey, Union Minister of State for Housing and Urban Affairs Tokhan Sahu, CMDC Chairman Saurabh Singh and other officials were present on the occasion.
The portal is aimed at making the entire process of procurement, transportation, sale, price determination and payment of tin ore collected by tribal communities in the Bastar division digital, transparent, technology-enabled and time-bound.
A key feature of the portal is London Metal Exchange (LME)-based pricing, which is intended to ensure that tin collectors receive prices that more closely reflect prevailing market conditions. Payments will be transferred directly to beneficiaries’ bank accounts through Direct Benefit Transfer (DBT). The system is expected to reduce the role of intermediaries, minimise delays and ensure that tribal families receive a more direct share of the economic benefits generated from their natural resources.
Entire tin procurement process to go digital
The TIN Portal integrates every stage of tin ore collection and payment into a digital workflow. Its features include digital beneficiary registration and identification, banking integration, QR-code-based verification, smart cards and identification facilities, online stock management, automated calculation of payments, automated reporting and a complete audit trail.
A real-time monitoring system has also been developed, covering the CMDC headquarters, regional offices and procurement centres. Beneficiaries will receive digital communications and SMS alerts, enabling them to track the status of their sales and payments.
The system will also allow CMDC to monitor stock, revenue, payments and procurement activities more efficiently.
Six procurement centres operational, three more planned
CMDC currently purchases tin ore from tribal beneficiaries through six procurement centres in Bastar division. These include centres at Bacheli, Katekalyan and Chikpal in Dantewada district, and Tongpal, Nama and Chintalnar in Sukma district.
To make procurement facilities more accessible to tribal collectors in remote areas, the government plans to establish three additional tin collection and procurement centres in Bastar, Dantewada and Sukma. The expansion is expected to reduce transportation difficulties for collectors and encourage more beneficiaries to participate in the formal and transparent procurement system.
New SOP to simplify and reduce procurement costs
Alongside the portal, CMDC has introduced a new Standard Operating Procedure (SOP) covering the process from tin ore procurement to sale.
Under the revised system, separate sampling arrangements have been introduced for each procurement centre. The number of samples has been reduced from 12 to six, while each sample has been standardised at 50 grams. A provision for re-analysis has also been introduced in cases where there is disagreement over test results.
According to the information provided, monthly analysis charges have been reduced from Rs 14,400 to Rs 7,200, with the reforms expected to generate potential annual savings of around Rs 10 lakh for CMDC.
LME pricing and DBT to strengthen financial inclusion
The combination of LME-based pricing and DBT is among the most significant features of the new portal. Linking prices to international market trends is expected to create a more transparent pricing mechanism for tin.
Direct transfer of payments into beneficiaries’ bank accounts will eliminate dependence on intermediaries and make transactions safer and more reliable. Integration with the banking system will also encourage greater participation of tribal communities in formal financial services, strengthening financial inclusion.
Linking tin collection with sustainable livelihoods
Tribal communities in southern Bastar have been collecting tin ore for several years. In 2013, five tin ore collection cooperative societies were established under the Dantewada regional office.
The TIN Portal seeks to connect this community-based system with digital technology and develop tin collection into a more organised and sustainable livelihood activity. The initiative is expected to help channel a larger share of the economic value generated from natural resources directly to local communities, thereby supporting higher incomes and greater economic self-reliance.
Tribal beneficiaries receive growing economic benefits
CMDC has been providing financial benefits to tribal beneficiaries through its procurement of tin ore. During 2024-25, around Rs 90.82 lakh was paid for 8,707.2 kg of tin ore. In 2025-26, payments increased significantly to approximately Rs 3.81 crore for 20,895.335 kg of tin ore.
Digital governance platform for government and CMDC
The TIN Portal is designed not merely as a payment platform but as a comprehensive digital management system for the entire tin mineral value chain.
The system will provide the government with real-time information related to procurement and revenue, while CMDC will benefit from reduced paperwork, improved stock tracking, easier audit compliance and more effective monitoring of payments and procurement centres.
The data generated through the platform can also support future policy formulation and planning.
In this way, the TIN Portal is being positioned as a ‘Mineral-to-Livelihood’ initiative, connecting Chhattisgarh’s mineral resources with tribal economic empowerment. Through transparent LME-based pricing, DBT payments, digital identification, banking integration, real-time monitoring and standardised procedures, the initiative aims to ensure that tribal tin collectors in Bastar receive maximum, transparent and timely economic benefits from their resources.
CMDC-Indian Overseas Bank MoU
During the programme, an MoU was also signed between Chhattisgarh Mineral Development Corporation and Indian Overseas Bank. The agreement is expected to strengthen financial cooperation in the mineral sector and provide tin-collecting beneficiaries with greater access to transparent payments, financial services and value-addition opportunities.
