Raipur, October 2026: A two-day workshop organised for officers and employees of the Chhattisgarh Registration and Stamp Department at the Indian Institute of Management (IIM) Raipur concluded on October 15, with a focus on documenting administrative innovations and publishing them in national and international academic journals.
The workshop, titled Workshop on Case Writing and Collaborative Publication, was held on October 14 and 15 at IIM Raipur in Nava Raipur. Participants received training on documenting departmental reforms, significant administrative decisions, implementation challenges and practical solutions developed by officials in the form of case studies.
The initiative aims to give academic recognition to Chhattisgarh’s administrative innovations in governance, transparency and citizen-centric administration, while making the state’s experiences available to researchers, students, administrators and policymakers in India and abroad.
The initiative has been undertaken under the leadership of Chief Minister Vishnu Deo Sai and the guidance of Finance and Registration Minister O.P. Choudhary. Over the past three years, the state’s Registration Department has introduced several administrative reforms and public-oriented initiatives.
Under the leadership of Inspector General of Registration and Superintendent of Stamps Pushpendra Meena, the department has been working to make registration services simpler, more transparent, technology-driven and convenient for citizens.
The latest initiative seeks to systematically document the experience gained from implementing these reforms and incorporate it into research, academic study and administrative training.
Enabling Policymakers to Learn from Chhattisgarh’s Innovations
The primary objective of the workshop was to ensure that departmental reforms are not limited to administrative achievements but are also developed into useful examples for academic study and research.
Officials encountered various practical challenges while implementing reforms and addressed them through administrative experience, innovation and solutions suited to local conditions.
Documenting these experiences as case studies is expected to help academics, researchers, students, administrators and policymakers understand the state’s administrative practices and learn from its approach to problem-solving.
The initiative also seeks to transform administrative experience into institutional knowledge. By sharing successful practices, decision-making processes and practical solutions with other departments and institutions, the programme could support the wider adoption of effective governance models.
Training in Case Study Writing and Academic Publishing
On the first day, experts explained the importance and structure of case studies, selecting suitable subjects, identifying problems and presenting administrative experiences effectively.
Participants were shown how significant departmental decisions, the circumstances surrounding them, implementation challenges and the solutions adopted could form the basis of meaningful and impactful case studies.
The second day focused on the practical aspects of preparing case studies. Training covered information collection, fact verification, interviews with relevant stakeholders, developing case outlines and analytical writing.
Experts also provided guidance on preparing teaching notes, selecting appropriate academic journals and publication platforms, and understanding the review and publication process.
IIM Raipur Experts Share Their Knowledge
Officials and employees from the Registration Department participated in the workshop, including Deputy Inspectors General of Registration Madan Lal Korpe and Usha Sahu.
The training sessions were conducted by IIM Raipur’s Director-in-Charge, Professor Sanjeev Parashar; Programme Director Professor Pranit Kumar Roy; Professor Satyasiba Das; Professor Manojit Chattopadhyay; Professor Archana Parashar; Professor R.K. Jana; and other experts.
The faculty highlighted the importance of presenting administrative experiences in a research-oriented and evidence-based manner. They explained that an effective case study should not merely describe a problem and its solution but also clarify the decision-making process, the alternatives considered and the lessons learned.
Strengthening Good Governance Through Documentation
The initiative is expected to create a structured body of knowledge on administrative innovations undertaken in Chhattisgarh. Case studies based on departmental experience could serve as useful reference material for future training programmes, policymaking and improvements in administrative procedures.
At the conclusion of the workshop, certificates were presented to participants by Madan Lal Korpe, DIG of the Registration Department; Professor Sanjeev Parashar, Director-in-Charge of IIM Raipur; and Professor Pranit Kumar Roy, Programme Director.
The workshop marked an important step towards strengthening knowledge-sharing and collaboration between the Chhattisgarh Registration Department and a leading management institute, with the broader objective of making the state’s administrative reforms accessible to academic institutions and governance professionals nationally and internationally.
