Raipur, September 2026: Water conservation is not only a present-day necessity but is directly linked to securing a safe future for coming generations, Chhattisgarh Chief Minister Vishnu Deo Sai said on Thursday.
Addressing a review meeting of the Water Resources Department and Public Health Engineering Department at the Chief Minister’s residence office in Raipur, Sai said the state government has accorded the highest priority to conserving every drop of water and ensuring access to clean drinking water for every household.
Water Conservation to be Strengthened Through Public Participation
The Chief Minister conducted a detailed district-wise review of the progress of the Jal Sanchay Jan Bhagidari Abhiyan. He directed officials to regularly monitor water conservation works and focus not only on achieving prescribed targets but also on ensuring long-term water security by keeping future requirements in mind.
Sai said water conservation should not remain limited to a government programme and must instead become a broad-based campaign involving public participation.
He noted that several districts had carried out significant work under the Jal Sanchay Jan Bhagidari Abhiyan during 2025-26 and urged all districts to go beyond their assigned targets and achieve better results.
The Chief Minister reviewed the district-wise progress through a presentation and appreciated the work undertaken in districts including Korea, Dhamtari and Rajnandgaon. He said other districts should also learn from the experiences and working models of better-performing districts so that water conservation efforts progress uniformly across the state.
Water Resources Department Secretary Rajesh Kumar Toppo said Chhattisgarh is among the leading states in the country in the Jal Sanchay Jan Bhagidari Abhiyan. He said all districts have been directed to achieve their targets and strive for performance beyond the prescribed goals.
Chhattisgarh's Water Conservation Model Gains National Recognition
Sai said long-term results in water conservation can be achieved only through active participation of society along with government efforts.
He directed officials to expedite the process of preparing notified maps for all districts under the Jal Sanchay Jan Bhagidari Abhiyan. The campaign will also be regularly reviewed at the Chief Secretary level.
He instructed officials to continuously monitor water conservation works in every district and immediately address shortcomings. He stressed that there should be no compromise on construction quality and that all works must be completed within the stipulated timelines.
Clean Tap Water for Every Household
Sai also reviewed the progress of the Jal Jeevan Mission and said its objective, under the leadership of Prime Minister Narendra Modi, is to provide clean drinking water through taps to every household.
Ensuring adequate and clean drinking water for every family in the state is a major priority of the government, he said.
The Chief Minister directed officials to complete the remaining Jal Jeevan Mission works in mission mode. All Collectors have been asked to conduct regular reviews in their respective districts and immediately resolve administrative, technical and implementation-related bottlenecks.
He stressed that merely creating infrastructure is not enough. The government must also ensure that the benefits of the schemes reach families and that people receive clean drinking water regularly.
Timely Payment for Completed Works
Sai also reviewed the status of payments for completed Jal Jeevan Mission works. He directed officials to ensure timely payment for projects that have been completed according to prescribed standards and quality requirements.
He asked district administrations to regularly review the mission and prioritise the resolution of shortcomings and issues identified during presentations. Better coordination among all stakeholders should be ensured to accelerate the remaining works.
Water Security to Be a Priority in Every District
The Chief Minister directed all Collectors to accord top priority to water conservation and the goal of providing tap water to every household.
He called for effective action plans based on local conditions and water availability, along with coordination among the Water Resources Department, Public Health Engineering Department and other concerned departments.
Sai said both the Jal Sanchay Jan Bhagidari Abhiyan and Jal Jeevan Mission are directly linked to the lives of ordinary citizens. Effective implementation will improve drinking water facilities for people today while creating a strong foundation for water security for future generations.
He said Chhattisgarh has an opportunity to present an example before the country in the field of water conservation. This, he added, would require stronger public participation alongside government and administrative efforts.

Toppo, Public Health Engineering Department Secretary Abdul Qaiser Haq, Special Secretary Rajat Bansal, Joint Secretary Prabhat Malik and senior officials of the concerned departments.
