Every District Should Take Initiative to Build its Own Economy: Chief Secretary Shri Jain
Chief Secretary Shri Anurag Jain directed Collectors to work proactively and sensitively towards strengthening the economies of their respective districts. He said that Lok Seva Guarantee, CM Helpline and Jansunwai are important benchmarks of the State Government’s good governance model. All officers must adopt a humane and sensitive approach while addressing issues concerning the common people. The Chief Secretary also directed strict action against illegal activities and criminals.
Chief Secretary Shri Jain virtually reviewed various schemes, programmes and the law-and-order situation with Commissioners, Collectors and Superintendents of Police on Wednesday. Director General of Police Shri Kailash Makwana and other senior officials were present during the meeting.
Chief Secretary Shri Jain, reviewing various aspects of good governance, instructed Collectors to ensure the timely disposal of cases related to mutation, demarcation and partition and to make every effort to ensure that no case remains pending beyond the prescribed timeline. He directed officers to adopt a humane approach during Jansunwai, take complaints seriously and ensure satisfactory resolution of grievances. The Chief Secretary emphasised the need for more effective implementation of the Swamitva Yojana and directed officials to enhance revenue collection. He also instructed officials to complete the renewal of Nazul leases through a dedicated public campaign.
Chief Secretary Shri Jain directed that 100 per cent of cases received through the CM Helpline should be attended to, and complaints related to drinking water should be resolved as a top priority. He instructed Collectors and Superintendents of Police that criminals and those involved in illegal activities should fear the administration. The Chief Secretary directed the Additional Chief Secretary, Home Department, to issue procedural guidelines to Collectors and SPs for the prevention of crimes. He, emphasising the importance of maintaining law and order, ordered strict action against illegal mining, storage and transportation of minerals, and directed that District Task Force meetings be held every month. Chief Secretary Shri Jain said that Vehicles involved in illegal transportation of minerals without number plates or with damaged number plates should be confiscated and auctioned at the earliest. The Chief Secretary also directed officials to review old mining-related criminal cases and identify matters in which punishment has not yet been awarded, so that necessary formalities can be completed promptly to ensure convictions.
Director General of Police Shri Kailash Makwana instructed officials to make areas around educational institutions drug-free zones. He directed officials to hold NCORD meetings every month and ensure expeditious handling of cases under the POCSO Act. DGP Shri Makwana also instructed strict enforcement of the Explosives Act across the state and urged officials to involve citizens in the information network to ensure immediate action against illegal activities. Directions were also issued to maintain law and order during the upcoming festivals.
Reviewing preparations for the upcoming Kharif season, Chief Secretary Shri Jain expressed satisfaction over adequate stocks of fertilisers, seeds and other agricultural inputs in the state. He directed that fertiliser distribution should be carried out through the e-Vikas Portal, describing it as one of the country’s leading digital platforms. The Chief Secretary instructed officials to ensure that there are no long queues or overcrowding at fertiliser distribution centres. Chief Secretary Shri Jain also advised officials to encourage farmers to adopt NPK fertilisers instead of DAP through continuous dialogue and awareness campaigns. The Chief Secretary directed officials to raise awareness among farmers about effective measures to curb stubble burning.
While reviewing production-related activities, Chief Secretary Shri Jain instructed Collectors to identify suitable areas for the development of horticulture and food processing clusters. Congratulating officials on Madhya Pradesh securing fourth position in the country in this sector, he directed planning for development of cold storage infrastructure and promotion of agro-based industries in coordination with the MSME Department.
In the Animal Husbandry and Dairy sector, Chief Secretary Shri Jain directed officials to prioritise breed improvement, vaccination and shifting stray cattle to gaushalas. In the Fisheries sector, he stressed the need for better implementation of entrepreneur and beneficiary-based models and directed support for local fishermen in branding, cold storage and marketing.
Reviewing procurement operations, Chief Secretary Shri Jain directed Collectors to ensure safe storage of procured wheat in districts likely to receive rainfall over the next one or two days and ensure that the entire procured crop is transported to warehouses. He also instructed that farmers should receive complete payment for procured produce within one week of procurement.
Reviewing industrial policy, investment and MSME activities, Chief Secretary Shri Jain instructed Collectors to create an industrial ecosystem in coordination with the agriculture and horticulture sectors to attract investors to their districts. He noted that the contribution of agriculture and horticulture to the state’s GSDP has increased from 37 per cent to 43 per cent. He also directed the preparation of projects for industrial parks and investment promotion under the Government of India’s Bharat Industrial Development Scheme (BHAVYA).
During the meeting, Collectors were also instructed to identify a second product under the “One District-One Product” initiative and make land available for development of industrial areas in the remaining 58 Assembly constituencies, in accordance with the announcement made by Chief Minister Dr. Mohan Yadav. The progress of various self-employment schemes was also reviewed.
Reviewing the Urban and Rural Development Departments, Chief Secretary Shri Jain directed officials to achieve better performance under the Pradhan Mantri Awas Yojana in both urban and rural areas. He instructed officials to ensure an uninterrupted and safe drinking water supply in urban and rural regions. He also directed Collectors to work sensitively towards solid waste management and ensure compliance with Supreme Court guidelines on cleanliness at all levels.
Chief Secretary Shri Jain emphasised giving top priority to the National e-Clean Programme and directed officials to involve citizens, public representatives, councillors, mayors and local body chairpersons in the campaign. He congratulated all Collectors of Madhya Pradesh for securing first position in the Pradhan Mantri SVANidhi Yojana.
Reviewing the Transport Department, he directed that Road Safety Committee meetings be held regularly and that the Rahveer Yojana and relief schemes be implemented sensitively for assisting road accident victims and their families. Referring to the decline in road accidents and fatalities over the past nine months as a positive development, he directed officials to rectify black spots and ensure strict compliance with transport rules.
During the meeting, officials were also instructed to coordinate with the Law Department for disposal of a large number of pending court cases during the Samadhan Samaroh to be held on 21, 22 and 23 August, in compliance with Supreme Court directions. Chief Secretary Shri Jain further directed that works under the Jal Ganga Conservation Campaign be completed before 21 June and stressed that tourist safety at reservoirs should be accorded the highest priority.
