Cabinet Meeting
A meeting of the Chhattisgarh Cabinet was held today at Mahanadi Bhavan, Mantralaya, under the chairmanship of Chief Minister Vishnu Deo Sai. Several important decisions were taken during the meeting:
1. Approval for IPO Listing of Chhattisgarh State Power Transmission Company
The Cabinet granted in-principle approval for the listing of Chhattisgarh State Power Transmission Company Limited (CSPTCL) on the stock exchange through an Initial Public Offering (IPO).
This significant decision will provide citizens and investors an opportunity to participate in the company’s growth journey while strengthening its financial capacity and transparency. The Cabinet has authorized the company’s Board of Directors to complete the necessary procedures related to the IPO.
2. New Format of Krishak Unnati Yojana Approved
The Cabinet approved a revised version of the Krishak Unnati Yojana from the Kharif 2026 season.
To promote crop diversification, increase farmers’ income, and reduce excessive dependence on paddy cultivation, the state government has decided to provide input assistance of ₹15,000 per acre to farmers who cultivate crops other than paddy during the Kharif season. The incentive will also be available to farmers cultivating pulses, oilseeds, maize, kodo millet, kutki, ragi, and cotton.
Benefits under the scheme will be provided based on data from the Integrated Farmer Portal, Agritech Registration, and Digital Crop Survey.
The decision is expected to increase the area under pulses, oilseeds, and alternative crops, improve farmers’ earnings, and promote long-term sustainability and water conservation in agriculture.
3. Continuation of Gram Distribution Under Public Distribution System
The Cabinet took an important decision to ensure the uninterrupted distribution of gram (chickpeas) to eligible beneficiaries under the Public Distribution System (PDS) during the financial year 2026-27.
Under the decision, the Chhattisgarh State Civil Supplies Corporation has been permitted to procure gram through the NeML (National E-Market Limited) e-auction platform at a service charge of up to 0.25 percent or less.
The Cabinet also approved a three-month extension of the existing arrangement from April to June 2026. This decision will ensure uninterrupted distribution of gram under food and nutrition security schemes.
4. Transfer of Yoga Subject to Medical Education Department
The Cabinet approved a proposal to transfer the subject of Yoga from the Social Welfare Department to the Medical Education Department.
Since Yoga is an integral part of the AYUSH system and its education, research, and related activities are administered nationally through the AYUSH framework, the government decided to place the subject under the Medical Education Department for better administrative coordination.
This move is expected to improve the coordination and effective implementation of yoga-related education, training, and research activities.
5. Approval for Payment Security Mechanism Under PM E-Bus Service Scheme
The Cabinet approved sending consent to the Government of India for the Direct Debit Mandate (DDM) under the Payment Security Mechanism (PSM) scheme for effective implementation of the PM E-Bus Service Scheme.
The decision paves the way for the operation of 240 electric buses sanctioned for Raipur, Durg-Bhilai, Bilaspur, and Korba.
The initiative will provide citizens with modern, eco-friendly, safe, and affordable public transportation while helping reduce urban pollution, improve energy efficiency, and strengthen public transport systems.
6. Extension of Stamp Duty Exemption for Nava Raipur Development Authority
The Cabinet decided to extend the period of stamp duty exemption granted to the Nava Raipur Atal Nagar Development Authority for land purchases made through mutual consent until March 31, 2028.
The decision will accelerate land acquisition processes and further strengthen the planned development and infrastructure expansion of Nava Raipur Atal Nagar.
7. Amendment to Chhattisgarh Mineral Rules, 2009
The Cabinet approved amendments to the Chhattisgarh Minerals (Mining, Transportation and Storage) Rules, 2009.
Under the revised rules:
- Vehicles transporting minerals will be required to have RFID tags and a vehicle tracking system.
- Modern technology-based systems will be introduced for determining mineral grades and assessing quantities.
- Storage fees and security deposits payable by storage license holders will be increased.
- Provisions have been introduced to facilitate additional land approvals for license holders and the merger of two storage licences under Ease of Doing Business initiatives.
The amendments are expected to strengthen control over illegal mining, transportation, and storage of minerals, enhance transparency, and increase state revenue.
