US Department Of State Has Designated Sudanese Muslim Brotherhood As A Specially Designated Global Terrorist.

Washington DC; March 2026: United States Department of State is designating the Sudanese Muslim Brotherhood as a Specially Designated Global Terrorist and intends to designate the group as a Foreign Terrorist Organisation, effective March 16, 2026.

The Sudanese Muslim Brotherhood uses unrestrained violence against civilians to undermine efforts to resolve the conflict in Sudan and advance its violent Islamist ideology. Its fighters, many receiving training and other support from Iran’s Islamic Revolutionary Guard Corps (IRGC), have conducted mass executions of civilians. The Sudanese Muslim Brotherhood’s al-Baraa Bin Malik Brigade was designated pursuant to Executive Order (EO) 14098 in September 2025 for its role in Sudan’s brutal war.

As the world’s leading state sponsor of terrorism, the Iranian regime has financed and directed malign activities globally through its IRGC. The United States will use all available tools to deprive the Iranian regime and Muslim Brotherhood chapters of the resources to engage in or support terrorism.

According to the State Authorities today’s actions have been taken in pursuant to section 219 of the Immigration and Nationality Act and Executive Order 13224.

The Sudanese Muslim Brotherhood (SMB), composed of the Sudanese Islamic Movement and its armed wing – the al-Baraa Bin Malik Brigade (BBMB), uses unrestrained violence against civilians to undermine efforts to resolve the conflict in Sudan and advance its violent Islamist ideology.

The SMB has contributed upwards of 20,000 fighters to the war in Sudan, many receiving training and other support from Iran’s Islamic Revolutionary Guard Corps.

SMB’s BBMB fighters have conducted mass executions of civilians in areas they captured, and repeatedly and summarily executed civilians based on race, ethnicity, or perceived affiliation with opposition groups.

The Treasury Department designated BBMB in September 2025 pursuant to Executive Order 14098, “Imposing Sanctions on Certain Persons Destabilising Sudan and Undermining the Goal of a Democratic Transition” for its role in Sudan’s brutal war. Terrorist designations expose and isolate entities and individuals, denying them access to the U.S. financial system and the resources they need to carry out attacks.   

The Treasury Department has simultaneously designated Gebreil Ibrahim Mohamed Fediel (Gebreil) pursuant to Executive Order 14098 for the reasons: “Imposing Sanctions on Certain Persons Destabilising Sudan and Undermining the Goal of a Democratic Transition”, for being a foreign person who is or has been a leader, official, senior executive officer, or member of the board of directors of JEM, an entity that has, or whose members have, been responsible for, or complicit in, or have directly or indirectly engaged in actions or policies that threaten the peace, security, or stability of Sudan relating to the tenure of such leader, official, senior executive officer, or member of the board of directors.

 All property and interests in property of the Sudanese Muslim Brotherhood that are in the United States or that are in possession or control of a U.S. person are blocked. U.S. persons are generally prohibited from conducting business with sanctioned persons.  

Persons that engage in certain transactions or activities with the Sudanese Muslim Brotherhood may expose themselves to sanctions risk. Notably, engaging in certain transactions with them entails risk of secondary sanctions pursuant to counterterrorism authorities.  

Al-Baraa Bin Malik Brigade (BBMB)

BBMB is a Sudan-based, Islamist militia that traces its origins to Sudan’s Popular Defense Forces, an Islamist paramilitary organisation associated with the former Bashir regime. BBMB has contributed upwards of 20,000 fighters in the conflict against the RSF, using training and weapons provided by the IRGC. BBMB fighters have been implicated in arbitrary arrests, torture, and summary executions of those perceived to be aligned with the RSF. BBMB, along with other armed Islamist militias in Sudan, represents a significant impediment to ending the civil war in Sudan and undermines efforts to resolve the conflict.

Gebreil Ibrahim Mohamed Fediel (Gebreil)

Gebreil is Sudan’s Finance Minister and chairman of the Justice and Equality Movement (JEM), a Darfuri armed group with historical links to Hassan al Turabi, the architect of Sudan’s Islamist revolution. JEM has contributed thousands of its followers to fight the RSF, leading to the destruction of Sudanese towns and the deaths and displacement of thousands of Sudanese civilians. Additionally, Gebreil has collaborated with the Iranian Government with the intent of strengthening political and economic ties and traveled to Tehran last November.
