Citizen-Centric Services, Transparency and Technology Drive Jamabandi Commissioner’s Digital Leap

Mumbai, March 2026 : Under the Maharashtra government’s 150-day e-governance administrative reform programme, the Office of the Jamabandi Commissioner and Directorate of Land Records (DLR) has registered significant progress aligned with the digital era. With a strong focus on citizen-centric services, transparency, and technology-driven management, the department has made the state’s land records system more accessible, faster, and reliable.

In recognition of this achievement, the Jamabandi Commissioner’s office was recently awarded second place among 68 participants in the Best Commissioner/Director category by Chief Minister Devendra Fadnavis. The accomplishment was achieved under the guidance of Revenue Minister Chandrashekhar Bawankule and Additional Chief Secretary Vikas Kharge, during the tenure of then Jamabandi Commissioner Suhas Diwase.

100% Online Services Through ‘Mahabhoomi’

‘Mahabhoomi’ has emerged as one of the most widely used digital platforms in the state, offering services such as 7/12 extracts, 8A extracts, property cards, and mutation records entirely online. With over 1.8 billion hits, the portal reflects strong public trust and widespread usage.

File Disposal Within Three Days

The e-office system has been extensively implemented across the state, with over 82% coverage in more than 430 offices. The file disposal rate has reached 93%, with most work being completed within an average of three days, significantly enhancing administrative efficiency.

Effective Use of Digital Systems

An effective grievance redressal mechanism has been developed to ensure timely resolution of citizens’ complaints. Features such as SMS-based feedback, a two-tier appeal system, and time-bound service delivery have strengthened accountability. Additionally, over 4,500 officers and staff have been trained to ensure efficient use of digital systems.

Bringing All Land Services onto One Platform

From an innovation perspective, the department has introduced advanced systems such as the ‘Bhumitra’ chatbot, WhatsApp-based services, and GIS-based e-measurement 2.0. With the help of artificial intelligence, the measurement process has become faster and more accurate, with 635 cases resolved using AI.

Further, a ‘Land Dashboard’ has been developed to provide data analysis, visualization, and decision-making tools from the state level down to villages. In line with the vision of ‘Viksit Maharashtra 2047’, work is also underway to develop a Unified Land Management System (ULMS), aiming to integrate all land-related services onto a single platform.

Overall, the Jamabandi Commissioner’s office has set a benchmark for citizen-focused, transparent, and efficient governance through effective use of technology during the 150-day reform programme.
