Home Minister Chairs Meeting on HPC-D (LF) Surrender Plan
Aizawl, April 2026: A high-level meeting was held today under the chairmanship of Home Minister Pu K. Sapdanga to deliberate on the modalities for the surrender of the HPC-D (LF), also known as “Lalhmingthang’s Faction.”
The meeting took place at the minister’s office and was attended by senior officials including the Director General of Police (DGP), Home Secretary, and representatives from the Police Headquarters (PHQ), General Administration Department (GAD), Law & Judicial Department, Finance Department, and the Department of Information and Public Relations (DIPR). The Deputy Commissioner of Aizawl was also present, along with senior officials from the Home Department and PHQ. Additionally, the Sub-Divisional Officer (Civil) of Sakawrdai attended the meeting.
According to the proposed plan discussed during the meeting, the Government of Mizoram and the HPC-D (LF) group are scheduled to sign a peace agreement titled “Memorandum of Settlement” on April 14, 2026, at Sakawrdai. Following the agreement, on April 15, 2026, the cadres of the group will move to designated locations arranged by the state government for their stay.
Further, it was decided that on April 30, 2026, the HPC-D (LF) members will formally lay down their arms at CTI-Sesawng, marking a significant step towards peace and stability in the region.
The meeting also held detailed discussions on the process of arms surrender by the HPC-D (LF) and various related arrangements. Officials reviewed logistical, administrative, and security aspects to ensure the smooth execution of the plan.
The development is being seen as an important move towards restoring long-term peace and integrating the group into the mainstream.
