Prosperous Maharashtra is Being Built Through Workers’ Welfare!

Every year, May 1 is celebrated with enthusiasm in Maharashtra as both Maharashtra Day and Labour Day. Since historical times, Maharashtra has been known as a state of highly skilled workers. The state has played a pioneering role in framing several labour laws that have guided the country. Maharashtra is recognized as a progressive state providing strong labour laws, active labour unions, health and welfare facilities for workers, and extensive benefits for their families. Therefore, while celebrating Labour Day, it is essential for workers across organized and unorganized sectors to understand their legal rights. The Labour Department remains committed to ensuring that workers benefit from laws enacted by both the central and state governments, as the welfare of workers is key to building a prosperous Maharashtra.

Through effective implementation of labour laws, innovative and visionary schemes for overall worker development, and progressive policies, Maharashtra has set an example for other states. The department plays a significant role in the overall development of the state. It works extensively for both organized and unorganized workers, ensuring strict enforcement of labour laws and effective execution of welfare schemes.

Objectives and Functions of the Department

The primary objectives of the Labour Department are to strengthen industrial relations, safeguard workers’ rights, and create a harmonious industrial environment. The department consistently works towards formulating necessary laws for workers and ensuring their proper implementation. It is also committed to preventing and promptly resolving industrial disputes. Additionally, it promotes worker safety, health, and welfare across industries.

Protection for Workers

The government has provided protection to workers through four major labour codes: the Code on Wages, Industrial Relations Code, Occupational Safety, Health and Working Conditions Code, and the Social Security Code. These codes define important aspects such as minimum wages, working hours, and bonuses. It is now mandatory to issue appointment letters to workers, improving transparency. The Social Security Code also includes provisions for platform workers such as those working with home delivery services like Swiggy and Amazon.

New Draft Rules by the State Government

To simplify and strengthen labour laws, the state government has taken an important step by releasing a draft of new rules in the backdrop of Labour Day. Based on central labour codes, these draft rules aim to regulate employer-worker relations and clarify wage-related provisions. Suggestions and objections have been invited on the draft. Their implementation is expected to bring transparency and better organization to the industrial environment.

Establishment of Welfare Boards

The Labour Department has established various welfare boards for workers. Under the Maharashtra Building and Other Construction Workers Welfare Board, around 1,36,940 workers are actively registered in the Kolhapur region. Registered workers and their children receive benefits such as educational assistance, health schemes, social security, and financial aid.

Similarly, under the Maharashtra Domestic Workers Welfare Board, workers are being registered actively. Domestic workers aged between 55 and 60 years are provided financial assistance of ₹10,000 under an honorarium scheme. Workers have been encouraged to register with the Labour Department to avail these benefits.

Key Offices of the Department

The Labour Department includes major offices such as the Labour Commissionerate, Unorganized Workers Development Commissioner’s Office, Directorate of Industrial Safety and Health, Directorate of Steam Boilers, Maharashtra State Labour Welfare Board, Maharashtra Building and Other Construction Workers Welfare Board, and the Narayan Meghaji Lokhande Labour Institute. These institutions work in coordination to safeguard workers’ interests.

Through effective implementation of laws and welfare schemes for both organized and unorganized workers, the Labour Department is fostering a harmonious industrial environment while strengthening its contribution to the overall development of the state and the nation.
