Delhi Police Bust Alleged Dawood-Linked Terror Module; Probe Points to Karachi-Based Operations
New Delhi, June 2026 : The Special Cell of Delhi Police has dismantled an alleged terror module linked to the criminal syndicate of fugitive underworld figure Dawood Ibrahim, arresting eight suspects who were allegedly planning attacks in Delhi and Mumbai.
According to investigators, the arrests have provided fresh insights into the alleged network’s operations, including claims regarding the continued use of Karachi’s Clifton area as a key operational hub by Dawood and his associates.
Police officials said that during interrogation, the accused disclosed that they were primarily in contact with Muddasar Hussain Sayyed, also known as Munna Jhingada, who is alleged to be a close associate of Dawood Ibrahim. Investigators claim that Jhingada played a central role in coordinating the activities of the module and acted as a conduit between handlers and recruits.
Officials involved in the investigation said that much of the communication and planning was allegedly conducted from Karachi’s Clifton locality, a high-profile area long associated with reports about Dawood’s presence in Pakistan. While Indian agencies have for years maintained that Dawood resides in Karachi, Pakistan has consistently denied providing him shelter.
According to investigators, information gathered during the probe suggests that Clifton remains a key base for some of the syndicate’s activities. Officials claim that the area provides strategic advantages because of its security infrastructure and proximity to important establishments.
Investigators further allege that Dawood maintains multiple residences in Karachi, with Clifton serving as one of the most prominent locations linked to him. Intelligence officials cited in the investigation claim that some of his close associates are also based in the same vicinity, allowing operational activities to be coordinated from a relatively secure environment.
The probe has also focused on the alleged role of Pakistan-based handlers in directing the module’s activities. According to police sources, the accused told investigators that instructions were conveyed through Jhingada, who allegedly supervised various aspects of the operation, including recruitment, logistics and procurement of weapons.
Officials claim that the terror module had identified Delhi and Mumbai as its primary targets. Investigators believe that attacks in other cities could have been considered depending on the outcome of the initial operations.
The arrests led to the seizure of a substantial cache of weapons, ammunition and hand grenades. Police allege that the planned attacks were to involve grenade strikes on key locations in major urban centres. Such attacks, investigators said, are relatively easy to execute, require limited resources and are capable of generating widespread panic.
According to officials, the suspects were allegedly promised financial rewards upon successful completion of the operation. Investigators claim that around Rs 20 lakh had been earmarked for the module.
The investigation further suggests that weapons intended for use in the attacks were moved through clandestine channels. Police allege that hand grenades were dropped at a location in Punjab’s Gurdaspur district before being routed to operatives linked to the module.
Officials said the accused were not being treated as conventional terror recruits but rather as part of a specialised operation that combined criminal and extremist elements. Investigators believe this may explain the alleged involvement of organised crime networks in facilitating logistics and recruitment.
Another aspect under examination is the alleged escape plan prepared for the operatives. During questioning, the accused reportedly stated that they had sought assurances regarding their safety after carrying out the attacks. According to investigators, they were allegedly told that they would be provided safe passage through Nepal and subsequently transported to Dubai.
Authorities are continuing to analyse digital evidence, communication records and financial transactions recovered during the operation. Officials believe the investigation could lead to the identification of additional operatives and support networks connected to the alleged module.
The case remains under active investigation, and police are expected to seek further custodial interrogation of the accused as they attempt to uncover the full extent of the alleged conspiracy and its international links.
