Chief Minister Lalduhoma Reviews Functioning of Personnel & Administrative Reforms Department

Aizawl, July 2026 : Mizoram Chief Minister Lalduhoma on Tuesday chaired a comprehensive review meeting of the Department of Personnel & Administrative Reforms (DP&AR) at his office to assess the department’s performance and discuss measures to strengthen governance and administrative efficiency.

The DP&AR oversees the General Service Wing, Administrative Reforms Wing, Secretariat Service Wing, Civil Service Wing, and the Mizoram Public Service Commission (MPSC), making it the nodal department responsible for managing the state’s civil services and government personnel.

Addressing the meeting, the Chief Minister said such review meetings are essential for evaluating progress and identifying areas that require improvement. He stressed that the government is committed to ensuring the smooth functioning of the administration so that Mizoram can continue on its path of development.

“We want government functioning to be efficient so that the state continues to progress. Wherever improvements are needed, we will make every possible effort to implement them,” the Chief Minister said.

Udit Prakash Rai, Commissioner & Secretary, DP&AR, gave a detailed presentation on the activities of the department’s various wings and the functioning of the Mizoram Public Service Commission. He highlighted the need for a more streamlined promotion system for government employees, greater use of online platforms for personnel management, and improved monitoring of vacant and occupied government posts.

According to the presentation, the MPSC conducted 142 examinations during the 2025-26 financial year, declared 57 examination results, and held 292 Departmental Promotion Committee (DPC) meetings. It was also noted that all government departments now prefer recruitment, including for lower-level posts, through the MPSC. Officials observed that strengthening the Commission with additional manpower would be more cost-effective than adopting alternative recruitment mechanisms and would help expedite the recruitment process.

H. Lalhmingthanga, Joint Secretary, briefed the meeting on the activities of the Good Governance and Training Wing (GGTW), which manages the Administrative Training Institute (ATI).

Officials informed the meeting that the Right to Public Services Act has now been fully integrated into an online platform, making its services digitally accessible. It was emphasised that only services that can realistically be delivered within the stipulated timelines should be included under the Act.

The meeting also reviewed the functioning of the Mipui Aw (Public Grievance Portal), inaugurated by the Chief Minister on February 16, 2024. Since its launch, 672 public grievances have been received, of which 613 have been resolved. The remaining 45 cases involve complex issues requiring additional time for resolution.

Officials further reported that the e-Office system has been implemented across all Administrative Departments in the Secretariat and has also been adopted by several other departments. Instructions have already been issued for all state government departments to fully transition to the e-Office platform.

The Administrative Training Institute conducted 84 training programmes during 2025-26, benefiting 2,389 government officials. The institute also proposed organising collective training programmes for officers of organised services, followed by exposure visits to the Indian Institute of Public Administration (IIPA) after completion of their training.

The meeting also discussed strengthening capacity-building programmes for government employees, improving administrative practices, and implementing various governance reforms to enhance public service delivery.

The review meeting was attended by TBC Lalvenchhunga, Adviser to the Chief Minister; Chief Secretary Khilli Ram Meena; Commissioner & Secretary to the Chief Minister Vanlaldina Fanai; senior officials of the Department of Personnel & Administrative Reforms; and representatives from its various wings.
