Haryana Clears Rs 2,892-Crore PM-SETU Roadmap to Upgrade 60 ITIs Across 12 Clusters

Chief Secretary Anurag Rastogi chairs first Steering Committee meeting of PM-SETU scheme

Chandigarh, July 2026 – Haryana Chief Secretary Sh. Anurag Rastogi on Monday presided over the first Steering Committee meeting of the Pradhan Mantri Skill and Employability Transformation through Upgraded ITIs (PM-SETU) scheme, as the state is set to upgrade 60 Industrial Training Institutes (ITIs) across an estimated 12 hub-and-spoke clusters at a total outlay of Rs 2,892 crore.

The meeting was informed that seven of the 12 proposed clusters — Kurukshetra, Kalayat (Kaithal), Palwal, Chhara (Jhajjar), Sonipat, Madlauda and Berli Kalan — have already been identified by the Skill Development and Industrial Training Department, of which Requests for Proposal (RFPs) have so far been floated for five: Kurukshetra, Palwal, Chhara, Kalayat and Sonipat. The scheme, a Centrally Sponsored Scheme announced in the 2024-25 Budget and expanded in 2025-26, carries a national outlay of Rs 60,000 crore, with capital expenditure shared between the Centre, states and industry partners in a 50:33:17 ratio, while operational expenditure is to be borne jointly by the state governments and industry partners.

Principal Secretary, Youth Empowerment and Entrepreneurship Department, Sh. Rajeev Ranjan informed that the scheme has two components — Component I, covering the upgradation of 1,000 ITIs nationally through 200 Hub and 800 Spoke clusters, to be implemented by the states, and Component II, covering capacity augmentation of five National Skill Training Institutes and five National Centres of Excellence, to be implemented directly by the Ministry of Skill Development and Entrepreneurship.

He said under the scheme’s Component I, Haryana’s clusters would each be anchored by a Hub ITI supported by an average of four Spoke ITIs, offering upgraded and new courses, Training of Trainers facilities, placement services and production units, with three clusters expected to become operational in 2026-27.

For the Kurukshetra and Kaithal clusters, comprising the Government ITI Kurukshetra hub with five spoke institutes and the Government ITI Kalayat hub with four spoke institutes across a combined student capacity of over 4,800, a consortium led by Jindal Naveen AVSAR Limited, along with the Jindal Foundation as its social-sector partner, has proposed a five-year Strategic Investment Plan worth over Rs 520 crore for the two clusters, to be funded jointly by the Centre, the state and the industry partner.

The Strategic Investment Plans, vetted by the State Steering Committee, shall be forwarded to the National Steering Committee for final approval, setting the overall budget envelope for each cluster under the scheme. The Chief Secretary directed the department to expedite the selection of the remaining clusters and pursue timely finalisation of Requests for Proposal to ensure the state meets its implementation timelines.

Officials also apprised the Chief Secretary of the scheme’s distinctive implementation model, under which each cluster is to be executed through an industry-led Special Purpose Vehicle (SPV) with a 51 per cent equity stake held by the Anchor Industry Partner and the remaining 49 per cent shared equally between the Central and State Governments — described as the first such industry equity stake in the management of Government ITIs.

The meeting was also apprised of the state’s move to seek approval from the State Finance Commission for opening a new budget scheme to provide for Haryana’s share under PM-SETU, with a cumulative state contribution of Rs 1,176 crore proposed over the five years from 2026-27 to 2030-31 to support all 12 clusters.

The Chief Secretary said the scheme, once fully rolled out, would significantly expand industry-aligned vocational training capacity in the state, improve placement outcomes for ITI graduates, and strengthen Haryana’s skilling ecosystem in line with the goal of a ‘Viksit Bharat’ by 2047.

Director, Skill Development & Industrial Training, Sh. Satyender Duhan, Director General, Technical Education, S. Narayanan, Assistant Director Sh. Nishant Sharma, and other senior officers were present in the meeting.
