Lucknow, July 2026 : The Yogi government, during the Cabinet meeting held on Tuesday, approved the proposal to convene the third session of the Uttar Pradesh Legislature for the year 2026 from August 3, 2026 (Monday). The upcoming session will take up the Supplementary Budget for the financial year 2026-27, replacement bills for ordinances, and several other important legislative matters.

The second session of the State Legislature was convened on April 30. Following the conclusion of the sittings of both the Legislative Assembly and the Legislative Council on the same day, the proceedings of both Houses were adjourned sine die, and the session was formally prorogued with effect from May 7, 2026.

Under Article 174 of the Constitution of India and the Rules of Procedure and Conduct of Business of the Uttar Pradesh Legislative Assembly, the gap between two sessions of the Legislature cannot exceed six months. The decision to convene the next session has been taken in accordance with this constitutional requirement.

Addressing a press conference at the Media Centre in Lok Bhavan, Finance and Parliamentary Affairs Minister Suresh Khanna said, “The demands for supplementary grants for the financial year 2026-27 will be presented before the Legislature during the session.”

He further informed, “Replacement bills for the ordinances promulgated after the prorogation of the previous session, issued to implement important government decisions, will also be introduced and passed in the House. In addition, other necessary legislative and government business will be taken up during the session.”

Suresh Khanna added that, “Under the Rules of Procedure and Conduct of Business of the Uttar Pradesh Legislative Assembly, members are generally informed of the scheduled date of a session at least seven days in advance. As approved by the Cabinet, the third session of the Uttar Pradesh Legislature will commence on August 3, 2026. During the session, the demands for supplementary grants, replacement bills for ordinances and other essential legislative business will be taken up.”

The Cabinet meeting chaired by Chief Minister Yogi Adityanath has approved the proposal for the procurement of new electric buses to expand the fleet of the Uttar Pradesh State Road Transport Corporation (UPSRTC). A total expenditure of Rs 425.50 crore has been approved for the initiative.

Under the decision, a budgetary provision of Rs 400 crore has been made for the financial year 2026-27, while Rs 25.50 crore will be borne by UPSRTC from its own resources. The approval has paved the way for the procurement of 250 new electric buses.

Finance Minister Suresh Khanna informed that, as per the Cabinet decision, the UPSRTC fleet will be strengthened with 100 electric buses (12-metre, 3×2 Type-II, 50-seater) and 150 electric buses (12-metre, 2×2 Type-III, 41-seater). The induction of these buses will modernize the state’s public transport system while making it more environmentally friendly and aligned with passenger convenience.

The total estimated expenditure for procuring the new electric buses is Rs 425.50 crore. Of this, Rs 400 crore will be provided by the state government, while the remaining Rs 25.50 crore will be arranged by the Uttar Pradesh State Road Transport Corporation through its own resources.

The Yogi government has also decided to give preference to manufacturers based in Uttar Pradesh during the procurement process, a move expected to promote industrial activity within the state.

From November 1, 2026, only CNG, electric and BS-6 category vehicles will be permitted to enter Delhi in accordance with the directives of the Commission for Air Quality Management (CAQM).

With the procurement of these new electric buses, Uttar Pradesh Roadways will be able to comply with these norms within the prescribed timeline, ensuring uninterrupted bus operations in the National Capital Region (NCR). The decision is also considered significant in view of the environmental standards that will come into force across the NCR.

Through the deployment of these electric buses, the Yogi government aims to provide clean, safe and modern public transport facilities in the state’s major religious, tourist and urban centres.

The initiative will reduce dependence on diesel-powered buses, help curb air pollution and contribute to environmental conservation.

The induction of the new buses will expand the UPSRTC fleet, creating new employment opportunities for drivers, conductors and skilled as well as unskilled personnel engaged in technical maintenance.

In addition, businesses associated with bus operations, including roadside eateries, restaurants and other passenger service facilities, are also expected to benefit, leading to an increase in indirect employment opportunities.

Chief Minister Yogi Adityanath arrived in Bahraich on Tuesday to dedicate a series of development projects. During the visit, he also toured various departmental stalls set up at the venue.

At the stall of the Department of Child Development and Nutrition, the Chief Minister noticed several young children seated inside. He stopped to interact with them and asked that they be brought outside the stall. Speaking affectionately with the children, he asked each of them their name, school, and class. One child replied, “Anganwadi.”

The Chief Minister then asked if they didn’t have slippers, to which the children responded that they did. He asked if they would go to school every day, and they nodded in agreement. Smiling, the Chief Minister encouraged them, saying, “Study with dedication.”

The cheerful interaction brought smiles and laughter to everyone present, including the Chief Minister. He also distributed chocolates to all the children.

The Chief Minister applied tilak to several children and performed their Annaprashan (first rice-feeding ceremony). He also presented toys and chocolates to the children as gifts and distributed baskets filled with fruits to women.

He later visited stalls set up by various government departments, including those of the Medical and Health Department, Indian Bank, Mission Shakti, Sericulture Development, the Horticulture Department and the Uttar Pradesh State Rural Livelihood Mission. He interacted with women displaying their products at these stalls and gathered detailed information about their initiatives.

A short film showcasing Bahraich’s development was screened during the programme. The Chief Minister distributed certificates, sanction letters, cheques, keys, Ayushman cards and other benefits to beneficiaries of various government schemes.

State-of-the-Art 500-bed working women’s hostel to be built in Varanasi, land transfer proposal approved

6,000 square meters of government land will be transferred to the Women’s Welfare Department free of cost

Mukhyamantri Shramjeevi Mahila Chhatravas Yojana to operate on a ‘no profit-no loss’ model

An important decision aimed at women’s empowerment was taken at the Cabinet meeting chaired by Chief Minister Yogi Adityanath on Tuesday. The Cabinet approved the proposal to transfer, free of cost, 6,000 square metres of government land to the Department of Women Welfare for the construction of a high-quality 500-bed working women’s hostel in Varanasi under the Mukhyamantri Shramjeevi Mahila Chhatravas Yojana.

The land is recorded in the name of Harijan Industrial Government, Government of Uttar Pradesh, and will now be transferred in favour of the Department of Women Welfare. The hostel will be constructed with 100 percent funding from the State Government.

Finance Minister Suresh Khanna informed, “The Council of Ministers has approved the proposal to construct a 500-bed hostel on 6,000 square metres of land in Varanasi. The Budget had made provision for the construction of seven hostels, out of which approvals had already been granted for Jhansi, Agra, Meerut and Gorakhpur. Today, the proposal for Varanasi has also been approved.”

Keeping in view the continuously growing demand for women in the private, government and industrial sectors across the state, the Department of Women Welfare is constructing safe, convenient and affordable hostels for working women. The objective is to provide secure accommodation to women at affordable rates. The Department of Women Welfare, functioning under the State Government, will operate this scheme on a “non-commercial, no profit-no loss” principle. Keeping this social objective in mind, the government land is being transferred free of cost to the Department of Women Welfare for the construction of the hostel in Varanasi.

A hostel with a capacity for 112 female students will be constructed at a cost of ₹248.30 lakh

An important decision has been taken at the Uttar Pradesh Cabinet meeting to promote higher education for girl students. The Cabinet has approved the construction of a new 112-seat hostel building for girl students at Vasant Mahila Mahavidyalaya, Rajghat Fort, Varanasi.

Higher Education Minister Yogendra Upadhyay stated, “This is a constituent college of the Central University, Kashi Hindu University. It has been serving the field of education for the past 112 years and has a distinguished historical legacy. Until now, there has been only one hostel, which provides accommodation for 220 girl students.”

He added, “A women’s hostel will be constructed under the Twarit Aarthik Vikas Yojana at a cost of Rs 248.30 lakh. This hostel will have a capacity of 112 girl students.”

A major government initiative to boost female participation in higher education and reduce dropout rates

The Cabinet meeting chaired by Chief Minister Yogi Adityanath approved the guidelines for the implementation of the Rani Lakshmibai Scooty Yojana with the objective of women empowerment and promoting higher education among daughters. The scheme will play a significant role in ensuring easier access to higher education for girl students while making them self-reliant and confident.

Higher Education Minister Yogendra Upadhyay stated, “The primary objective of this ambitious scheme of the State Government is to reduce the dropout rate among girl students, increase their retention in higher education, ensure their mobility and ease of transportation to higher educational institutions, and improve the Gross Enrolment Ratio (GER). Along with this, special emphasis has also been laid on developing a sense of confidence and independence among girl students.”

Under the scheme, benefits will be extended during the academic session 2025-26 to girl students who are domiciles of Uttar Pradesh and have completed their graduation from State Universities, Private Universities, and Government, Government-Aided and Self-Financed colleges affiliated with State Universities in the state. Eligible female students will be selected based on merit from the list comprising the top 5 percent of female graduates.

According to the Cabinet decision, petrol-powered scooters will be provided under the scheme. The Government has taken this decision keeping in view the better availability of petrol pumps and service centres in remote rural areas of the state. The scooters will be procured through the Government e-Marketplace (GeM) portal to ensure transparency and quality. The scooter package will include not only the vehicle but also registration charges, comprehensive vehicle insurance, an ISI-marked helmet, 4 litres of petrol, and all necessary accessories, ensuring that the beneficiaries do not have to bear any additional financial burden.

The state government states that this scheme will increase the participation of daughters in higher education, particularly by making it easier for female students from rural and remote areas to access colleges and universities. Furthermore, the scheme will prove to be a significant initiative towards women’s empowerment, education, and self-reliance.

Proposal worth ₹25.78 crore approved to enhance fire and emergency services

Emergency service capacity to be boosted by 44 water tenders and 5 foam tenders

Objective is to bring fire incidents under control swiftly

An important decision was taken at the Cabinet meeting chaired by Chief Minister Yogi Adityanath at Lok Bhavan in Lucknow to further strengthen the Fire and Emergency Services. The Yogi Cabinet granted administrative and financial approval of Rs 25 crore 78 lakh 85 thousand for the construction and procurement of a total of 44 Water Tenders and 5 Foam Tenders for the department.

Under this decision, 5 Water Tenders (2,500-litre capacity) will be constructed against new requirements. In addition, 39 Water Tenders (2,500-litre capacity) and 5 Foam Tenders (5,000+500-litre capacity) will be constructed and procured to replace obsolete vehicles. All these vehicles will include chassis, high-pressure pumps, fabrication and the required accessories.

Informing about the Cabinet decision, Finance Minister Suresh Khanna stated, “Fire and Emergency Services is an extremely important emergency service, the objective of which is to ensure swift and effective control over fire incidents in rural, urban and industrial areas.”

The Finance Minister pointed out, “This decision has been taken keeping in view the requirement for modern fire tenders to extinguish fires in congested localities, densely populated urban areas, towns, industrial units, petroleum and gas establishments, chemical units, airports, helipads, and warehouses storing paints and other inflammable liquids across the state.”

He further added, “These smaller Water Tenders are being arranged for locations where conventional fire engines are unable to reach for firefighting operations.”
