France Likely to Respond by Mid-August on India’s Mega 114-Rafale Fighter Jet Proposal

New Delhi, July 2026 : France is expected to submit its official response by mid-August to India’s Letter of Request (LoR) for the proposed acquisition of 114 Rafale multirole fighter aircraft, paving the way for negotiations on one of the country’s largest-ever military aviation procurements. According to defence officials, the French government has sought additional time to respond to the request that India formally issued in May under the proposed government-to-government framework.

Once the French response is received, both sides are expected to begin detailed discussions on pricing, delivery schedules, technology transfer, industrial collaboration, maintenance support and other contractual terms. The proposed deal is regarded as a major step towards strengthening the Indian Air Force’s (IAF) combat capability while deepening the long-standing strategic defence partnership between India and France.

A key feature of the proposal is its strong emphasis on indigenous manufacturing. Under the planned arrangement, 94 Rafale fighter jets are expected to be produced in India through a collaboration between French aerospace major Dassault Aviation and an Indian industrial partner. The remaining aircraft will be supplied in fly-away condition. If finalised, this would mark the first time Rafale fighter aircraft are manufactured outside France, representing a significant milestone in India’s defence manufacturing ambitions under the Atmanirbhar Bharat initiative.

The Indian Air Force considers the Rafale acquisition crucial as it faces a steady decline in operational fighter squadrons due to the retirement of ageing aircraft, particularly legacy MiG-series fighters of Russian origin. The induction of indigenous platforms such as the TEJAS Mk-1A and the future TEJAS Mk-2 has progressed more slowly than anticipated, creating capability gaps that the Rafale fleet is expected to bridge over the coming decade.

India has already ordered 62 Rafale aircraft for the Air Force and the Indian Navy. The acquisition of another 114 fighters would increase the country’s Rafale inventory to 176 aircraft, significantly enhancing air superiority, precision strike and deep-penetration capabilities.

The Indian Navy has also indicated plans to induct 31 additional Rafale Marine fighters to strengthen its carrier-based aviation capability. If those plans move forward, India’s overall Rafale fleet could exceed 200 aircraft, making it one of the largest operators of the advanced French fighter globally.

The proposed procurement follows a comprehensive review of the Air Force’s long-term operational requirements undertaken under the leadership of Defence Secretary Rajesh Kumar Singh after he assumed office in 2024. The study highlighted the urgent need to replenish declining squadron strength and recommended expediting the procurement of advanced fighter aircraft.

Subsequently, the Defence Acquisition Council (DAC) approved the proposal for acquiring 114 Rafales, enabling the Ministry of Defence to issue the formal Letter of Request to France earlier this year.

Beyond strengthening India’s air combat capabilities, the programme is expected to generate substantial benefits for the domestic aerospace ecosystem through technology transfer, local manufacturing, supply chain development and employment generation. The deal is also expected to facilitate greater integration of indigenous weapons, sensors and avionics with the Rafale platform, providing India with increased operational flexibility and greater self-reliance in advanced defence technologies.

With France’s response anticipated in the coming weeks, the proposed Rafale programme is poised to become a landmark chapter in Indo-French defence cooperation while significantly enhancing India’s long-term military preparedness and indigenous aerospace capabilities.
