Three Government Functionaries Convicted In Vigilance Cases

On 27.02.2025, three government officials were convicted in three separate vigilance cases, including one Disproportionate Assets (DA) case and two bribery-related trap cases.

I) Conviction of Sri Byomakesh Dash, Former JE (Retired), and His Spouse in DA Case

Sri Byomakesh Dash, Former Junior Engineer (JE) (Retired) of Dhusuri Irrigation Section under Jajpur Irrigation Division, and his spouse, Smt. Bijay Laxmi Dash, were convicted in a case registered by Odisha Vigilance under Sections 13(2) read with 13(1)(e) of the Prevention of Corruption (PC) Act, 1988, for possessing disproportionate assets.

The Hon’ble Special Judge, Vigilance, Bhubaneswar, sentenced Sri Byomakesh Dash to two years of rigorous imprisonment and imposed a fine of ₹10,000.

Smt. Bijay Laxmi Dash failed to appear in court for the sentencing, and a Non-Bailable Warrant (NBW) has been issued against her.

Following the conviction, Odisha Vigilance will now approach the competent authority for the stoppage of pension of Sri Byomakesh Dash.

The case was investigated by Sri P.K. Naik, Ex-Inspector, Vigilance, Bhubaneswar Division, and prosecuted by Sri Hemant Kumar Swain, Special Public Prosecutor, Vigilance, Bhubaneswar.

II) Conviction of Sri Daitari Charan Nahak, Livestock Inspector, in Bribery Case

Sri Daitari Charan Nahak, Former Livestock Inspector (LI), Office of SDVO, Bhawanipatna (A/p-LI, O/o SDVO, Dharmagarh), was convicted in a bribery case filed by Odisha Vigilance under Sections 13(2) read with 13(1)(d) and 7 of the PC Act, 1988. He was charged with demanding and accepting a bribe from a complainant to process the evaluation report of his dairy farm for the Agro Enterprise Capital Investment Subsidy related to a loan.

The Hon’ble Special Judge, Vigilance, Bhawanipatna, sentenced Sri Daitari Charan Nahak to three years of rigorous imprisonment and imposed a fine of ₹20,000.

Odisha Vigilance will now request the competent authority for his dismissal from service.

The case was investigated by Sri Dasarathi Sethi, Ex-DSP, Vigilance, Koraput Division, and prosecuted by Sri Sudhir Kumar Panda, Special Public Prosecutor, Vigilance, Bhawanipatna.

III) Conviction of Sri Lalit Basant Ghadei, Former GRS, in Vigilance Trap Case

Sri Lalit Basant Ghadei, Former Grama Rojgar Sevak (GRS) of Ender Gram Panchayat under Derabis Panchayat Samiti, Kendrapara district, was convicted in a vigilance trap case for demanding and accepting a bribe from a complainant for releasing the security deposit related to a Cement Concrete road project in Ender GP.

The Hon’ble Special Judge, Vigilance, Cuttack, sentenced him to four years of rigorous imprisonment and imposed a fine.

Following the sentencing, Sri Lalit Basant Ghadei was sent to jail custody to serve his sentence.

The case was investigated by Sri S.K. Behera, Ex-Inspector, Vigilance, Cuttack Division, and prosecuted by Sri Sarbeswar Barik, Special Public Prosecutor, Vigilance, Cuttack.
