Raipur: Cabinet Decisions – March 2, 2025

Under the chairmanship of Chief Minister Shri Vishnu Deo Sai, several important decisions were made in the Cabinet meeting held today at Mahanadi Bhawan, the state secretariat.

Key Decisions:

  • Approval of Chhattisgarh Excise Policy for FY 2025-26:
    The excise policy for 2025-26 will remain the same as 2024-25. A total of 674 liquor shops, along with premium liquor stores as required, will continue to operate. The supply of country liquor will follow the existing rate offer. Wholesale purchase and distribution of foreign liquor will be handled by Chhattisgarh State Beverages Corporation Limited. The existing infrastructure development fee on liquor will remain unchanged, while the additional excise duty of 9.5% on foreign liquor retail stores will be abolished.
  • Approval of the Draft Amendment to the Chhattisgarh Public Premises (Eviction) Act, 2025.
  • Abolition of the Empowered Committee for E-Procurement:
    To enhance ease of doing business, the Cabinet decided to dissolve the empowered committee for e-procurement. Currently, projects above ₹100 crore are approved by PFIC, and large IT projects already require separate approval from an empowered committee, leading to duplication. Hence, the committee was abolished.
  • Creation of a New Member Position in the Chhattisgarh State Consumer Disputes Redressal Commission:
    This decision aims to ensure the speedy resolution of pending cases and timely hearings on consumer matters.
  • Approval of the State-Level Committee’s Recommended Rates for Paddy & Rice Transportation Under MSP Scheme (Kharif Marketing Years 2022-23, 2023-24, 2024-25).
  • Approval of the Draft Amendment to the Chhattisgarh Labour Laws (Amendment and Miscellaneous Provisions) Bill, 2025:
    Amendments will be made to the Factories Act, 1948, the Industrial Disputes Act, 1947, and the Trade Union Act, 1976.
  • Approval of the Draft Amendment to the Registration Act, 1908 (Chhattisgarh Amendment) Bill, 2025.
  • Relaxation of Eligibility Criteria for Promotion to the Post of Deputy Registrar:
    To ensure regular operations of registration offices, a one-time relaxation of the five-year qualifying service requirement has been granted for filling nine vacant promotion-category positions in the Commercial Tax (Registration) Department.
  • Approval of Amendments to the Chhattisgarh State Procurement Rules, 2002:
    The state’s Industrial Development Policy 2024-30, effective from November 1, 2024, will be further strengthened through these amendments, proposed by the Commerce & Industries Department.
  • Authorization for MoU Between Chhattisgarh Government and Vyakti Vikas Kendra India (The Art of Living):
    The Department of Good Governance & Convergence has been authorized to sign an MoU for livelihood generation and rural welfare initiatives in Chhattisgarh.
