NITI Aayog has lauded the Uttar Pradesh Model, with 68 of the state’s development blocks recognized under the National Aspirational Districts Program
Lucknow : In a major step toward integrating the state’s backward development blocks into the mainstream of progress, Chief Minister Yogi Adityanath has launched a focused initiative to evaluate the on-ground implementation and impact of government schemes. Under his directive, Special Secretary-level officers have been appointed as nodal officers and will undertake a three-day field visit to each of the 108 identified aspirational development blocks between May 30 and June 1, 2025.
The objective of this mission is clear: to verify whether the schemes announced on paper are delivering meaningful outcomes on the ground. Are citizens benefiting? Are services being delivered efficiently and with quality? Most importantly, is real change visible and felt in these areas? The nodal officers will assess these questions by visiting key institutions, including health centres, schools, Anganwadi centres, and Gram Sachivalayas, to evaluate both infrastructure and human resource availability.
Ahead of the field visits, all nodal officers will undergo a one-day training and orientation program on May 28 at Yojana Bhawan in Lucknow. The training will focus on monitoring strategies for aspirational development blocks, data interpretation, use of digital dashboards, and coordination with the Chief Minister’s Fellowship Program. This will equip officers with the necessary tools for effective reporting and real-time evaluation.
During their visit, the officers will also engage with the District Magistrates and Chief Development Officers to review the progress of development and assess ongoing strategies. They will closely monitor reports and inputs provided by the Youth Fellows deployed under the Chief Minister’s Fellowship Program, who have been working at the grassroots to track progress and submit regular feedback to the government. Proposed projects and utilization of sanctioned incentive funds will also be reviewed in detail.
This initiative is part of a broader effort launched in May 2022, when the state government began identifying and prioritizing the development of underperforming blocks. A total of 108 development blocks across 42 districts were selected based on poor social and infrastructure indicators. These blocks are now being monitored using a robust framework of 50 key performance indicators across various sectors, including health, nutrition, education, agriculture, infrastructure, and social development.
As part of an innovative approach, the Yogi government has also ensured meaningful youth participation in governance. Through the Chief Minister’s Fellowship Program, young professionals have been stationed in aspirational blocks to not only monitor progress but also provide real-time feedback from the ground.
This Uttar Pradesh model has received national recognition. Impressed by its effectiveness, NITI Aayog launched the Aspirational Development Block Program nationwide in January 2023, selecting 500 blocks from across India, including 68 development blocks from 42 districts in Uttar Pradesh. These blocks have consistently performed well in NITI Aayog’s Delta Rankings, further validating the success of the initiative.
Chief Minister Yogi Adityanath’s vision is unequivocal: no region should be left behind in the development journey. This mission is not just a mechanism for evaluating the implementation of schemes—it’s a bold step toward ensuring that the benefits of development are felt by every household in every corner of the state. This monitoring campaign is setting a new benchmark for accountable governance and inclusive growth.
