All Departments Must Give Top Priority to Promotion Work

Chief Secretary Shri Anurag Jain has directed all department heads to accord top priority to promotion-related work under the Madhya Pradesh Public Service Promotion Rules-2025. He emphasized that efforts should be made to ensure the promotion of officers and employees by July 31, 2025. He further stated that employee welfare, in line with the state government’s intent, should be treated as a key priority. These directives were issued during a discussion on the newly introduced Public Service Promotion Rules-2025, held on Thursday at the Mantralaya.

Chief Secretary Shri Jain said that the implementation of these rules would resolve a long-standing issue that has persisted for nine years. The rules have been carefully crafted through the diligent efforts and in-depth discussions by the Senior Secretaries’ Committee and officers from the General Administration Department. Their enforcement will lead to greater administrative efficiency.

Priority to Employee Welfare

Shri Jain instructed officials to prioritise employee welfare in their respective departments. He emphasised the need to conduct meetings of the Departmental Consultative Committees and ensure timely resolution of confidential reports, departmental inquiries, and pension matters of employees.

Additional Chief Secretary (General Administration) Shri Sanjay Dubey and Deputy Secretary Shri Ajay Katesaria provided a comprehensive overview of the Madhya Pradesh Public Service Promotion Rules-2025 during session. The briefing covered Calculation of reserved posts for Scheduled Castes and Scheduled Tribes, Procedures for Departmental Promotion Committee (DPC) meetings, Computation of qualifying service, Consideration of Annual Confidential Reports (ACRs), Grounds for ineligibility for promotion, Types of promotions, Pay fixation after promotion, Procedure in cases involving sealed cover and Filling vacancies from the waiting list

Resolution of Departmental Queries

Chief Secretary Shri Jain addressed queries raised by officers from departments such as Police, Women and Child Development, Urban Administration, Scheduled Caste Development, Transport, and Forests during the discussion,. He also held discussions on other employee welfare-related matters.

Director General of Police Shri Kailash Makwana, along with Additional Chief Secretaries, Principal Secretaries, Secretaries, Commissioners, and Heads of Departments from various ministries attended the meeting.
