Adi Karmayogi Abhiyan: Responsive Governance Programme
Launch of the Adi Karmayogi Abhiyan
The Ministry of Tribal Affairs has officially launched the Adi Karmayogi Abhiyan, envisioned as the world’s largest grassroots leadership programme for tribal communities. The mission seeks to empower tribal populations, strengthen responsive governance, and create local leadership opportunities across India.
Launched under the visionary guidance of the Hon’ble Prime Minister of India, the Abhiyan is inspired by the principles of Sewa (Service), Sankalp (Resolve), and Samarpan (Dedication), reflecting the national vision of “Sabka Saath, Sabka Vikas, Sabka Prayas, Sabka Vishwas.” The initiative is a core part of Janjatiya Gaurav Varsh, contributing to the larger dream of Viksit Bharat by 2047.
Key Objectives of the Abhiyan:
- Responsive governance at village and community levels.
- Governance Lab Workshops – multi-departmental capacity-building workshops at state, district, block, and village levels, ongoing since 10 July 2025, to train Master Trainers.
- Co-creation of development plans – enabling tribal communities and government officers to jointly prepare the “1 Lakh Tribal Villages – Vision 2030” with action plans and investment strategies.
- Building a network of 20 lakh change leaders across 550 districts and 30 States/UTs to drive grassroots transformation.
Expected Outcomes:
- Adi Sewa Kendras: To be set up in every tribal-dominated village, where officers and community members devote 1–2 hours fortnightly as Adi Sewa Samay to address local issues, mentor youth, and support governance initiatives.
- Governance Labs: Platforms to co-create practical solutions for tribal development, involving multiple departments.
- Tribal Village Action Plan 2030: Jointly developed by villagers and officials, aligned with Sustainable Development Goals (SDGs) and inclusive development priorities.
- Universal coverage of government schemes and welfare interventions in tribal areas.
Volunteer Roles:
- Adi Sahyogi: Teachers, doctors, and professionals serving as mentors and mobilizers.
- Adi Saathi: Members of self-help groups, NRLM, tribal elders, youth, and local leaders supporting implementation and outreach.
- Community Leadership Training: Special capacity-building for tribal youth, women, and grassroots leaders in governance, problem-solving, and social mobilization.
Participation and Outreach:
The Abhiyan will span over 1 lakh tribal villages, mobilizing 20 lakh grassroots leaders across 550 districts and 30 States/UTs. It builds on flagship government schemes such as:
- Dharti Aaba Janjatiya Gram Utkarsh Abhiyan
- Pradhan Mantri Janjati Adivasi Nyaya Maha Abhiyan (PM JANMAN)
- National Sickle Cell Anaemia Elimination Mission
