Cremation of Deceased Resident from State Intellectual Disability Home Conducted as per Rules — Social Justice & Empowerment Minister

Jaipur, Sept 2025 – Social Justice and Empowerment Minister Shri Avinash Gehlot informed the Assembly on Monday that the cremation of a deceased resident of the State Intellectual Disability Home at Jamdoli, Jaipur, was carried out strictly in accordance with police regulations.

Responding to supplementary questions during the Question Hour, the minister said that Seema II, a resident of the girls’ wing of the Intellectual Disability Home at Jamdoli, had been admitted there on 6 August 2016. On 26 March 2025, when her health deteriorated, she was shifted to Sawai Man Singh Hospital, where she passed away on 29 April 2025 at 10:30 PM during treatment.

Since the parents of the deceased could not be traced, the Jamdoli police station was informed on 30 April 2025 for action as per procedure. Following due process, her body was preserved in the hospital mortuary, and after post-mortem, the cremation was carried out on the same day of police handover, 5 May 2025.

Shri Gehlot clarified that the Intellectual Disability Home at Jamdoli houses mentally challenged children who generally have low immunity and are physically weak. He further stated that the cremation was conducted in line with the circular issued by the Police Department on 27 September 2021. According to the hospital report, the cause of death was Lower Respiratory Tract Infection (Pneumonia).

In a written reply to the original question raised by MLA Shri Rafiq Khan, the minister also mentioned that, as per police guidelines, the body of the deceased is required to be preserved in a local hospital for at least 72 hours, to allow family members an opportunity to identify and claim it. He informed the House that in connection with the delay in the cremation process, the then Superintendent of the Home had been suspended.

Placing records before the Assembly, Shri Gehlot said that in the past two years, a total of 15 residents had died in the boys’ and girls’ wings of the State Intellectual Disability Home at Jamdoli (Agra Road), between the years 2020 and 2023.
