Policy to Grant Occupation Certificates to Over 25,000 Buildings in Mumbai – Guardian Minister Adv. Ashish Shelar
Mumbai, Sept 2025 : Cultural Affairs and Guardian Minister Adv. Ashish Shelar announced that a policy is being formulated to grant occupation certificates (OCs) to more than 25,000 buildings in Mumbai. These buildings, though constructed as per the Development Control Regulations of the Municipal Corporation of Greater Mumbai, and in line with MHADA, SRA, and other authority rules, have not received OCs due to various reasons.
A meeting regarding this matter was held at Mantralaya in the presence of former MP Gopal Shetty, MLA Manisha Chaudhary, local office bearers from North Mumbai, and senior officials of the concerned departments.
The Urban Development Department will implement the new policy from October 2. Under this policy, technical or administrative lapses during construction will be rectified, enabling the buildings to obtain OCs smoothly. Buildings denied OCs due to discrepancies in permitted floor area or setback-related issues will also benefit.
Likewise, buildings stuck because of changes in regulations or policies will be regularized. Even in cases where developers have failed to hand over designated flats or spaces to the administration, residents will still be provided a way to obtain OCs. This process will be conducted transparently through an online system.
Housing societies are encouraged to take the initiative to apply for OCs. Under the new policy, they can submit proposals collectively or individually to obtain part-OCs. If applications for OCs or part-OCs are filed within the first six months, no penalty will be levied. However, any excess FSI used will require the payment of the applicable premium.
Calling this a highly reassuring decision for Mumbaikars, Minister Shelar expressed his gratitude to Chief Minister Devendra Fadnavis, Deputy Chief Minister Eknath Shinde, Deputy Chief Minister Ajit Pawar, and the concerned officials. He also appealed to the people of Mumbai to take full advantage of this opportunity from October 2 onwards.
