Bye-Election to 2-Dampa (ST) Assembly 2025: Chief Electoral Officer Holds Press Conference
Aizawl, Oct, 2025: The Chief Electoral Officer (CEO) of Mizoram, Dr. Lalrozama, IAS, held a press conference at MINECO today regarding the bye-election to the 2-Dampa (ST) Assembly Constituency, 2025, in Mamit District, scheduled to take place on November 11, 2025, as announced by the Election Commission of India (ECI). The counting of votes will be held on December 14, 2025.
The Gazette notification for the election will be issued on October 13, 2025. The schedule for key electoral activities includes: the final publication of the electoral roll on October 21, 2025; scrutiny of nominations on October 22, 2025; last date for withdrawal of candidatures on October 24, 2025; and polling to be conducted by December 16, 2025. Media representatives are allowed to cover the election process as per ECI guidelines. Political parties, MPs, and NGOs will be able to monitor and campaign within permitted regulations. The Model Code of Conduct will be enforced strictly throughout the election period.
Electoral Roll Details:
As per the final electoral roll published on September 30, 2025, the 2-Dampa (ST) Assembly Constituency has a total of 20,790 registered voters, comprising 10,605 males, 10,185 females, and 115 service voters. There are 41 polling stations. Silsury-I is the largest polling station with 1,103 voters, while Zopui is the smallest with 30 voters. Two polling stations are designated as pink polling stations, and three critical polling stations (Silsury-I, II & III) have been set up under CAPF Section 3 supervision due to their proximity to international borders and strategic locations. These stations require additional security and monitoring.
A total of 1,276 polling stations (525 urban and 751 rural) are operational, with webcasting and CCTV coverage at selected stations. Zopui polling station faces power supply challenges, and arrangements have been made to ensure uninterrupted electoral procedures.
EVM/VVPAT Preparation:
The first-level checking (FLC) of EVMs and VVPATs was conducted on August 19-20, 2025, at Mamit DC FLC Hall. A total of 104 Ballot Units (BU), 168 Control Units (CU), and 108 VVPAT machines were tested. The finalized units were stored securely in the Mamit District EVM Strongroom.
Electoral Roll Observers:
Mr. R. Zarzosa, IAS, Commissioner & Secretary, Government of Mizoram, served as the Electoral Roll Observer. The roll preparation and verification process was completed over a three-week period, and the report has been submitted to the Election Commission of India.
Security Arrangements:
State Police Nodal Officer Mr. H. Ramthlengliana, IPS (IGP – Headquarters / L&O), oversaw security operations, supported by Sector Officers, Flying Squads, and Static Surveillance Teams.
