Find Alternative Solutions to Problems through Innovative Efforts : Chief Secretary Shri Anurag Jain
Chief Secretary Shri Anurag Jain has said that issues should be resolved using innovative mechanisms and adopting model operating practices. He said that tribal development schemes are of a sensitive nature and must be completed within stipulated timeframes. Shri Jain was addressing collectors and commissioners on the second day of the conference during discussions on a range of topics relating to tribal development affairs, the Aadi Karmayogi Abhiyan, the PM Janman , the Dharti Aaba , and Forest Rights Act.
Principal Secretary of Tribal Welfare, Shri Gulshan Bamra, gave a detailed presentation. He stated that under the Aadi Karmayogi Abhiyan, all districts should get Village Action Plans prepared at the earliest and have them approved by the Gram Sabha. Based on these, District Action Plans will be prepared, which will then form the basis for the State Action Plan. These consolidated plans will be presented at national level in New Delhi, and the best plans will receive awards.
It was informed that out of the 14,040 target villages under the Aadi Karmayogi Abhiyan, 10,893 Village Action Plans have already been prepared. A total of 11,394 Aadi Seva Kendras have been established in these villages. Essential documents such as Aadhaar cards, Ayushman cards, PM-Kisan and Jan Dhan accounts, caste certificates, Kisan Credit Cards, and ration cards have been distributed, totaling 1,770,745 documents.
The presentation also highlighted that under the PM Janman Yojana, Madhya Pradesh has done excellent performance in implementing beneficiary-oriented schemes. The state has achieved 100% completion in providing essential documents such as Aadhaar cards, Jan Dhan bank accounts, Ayushman cards, caste certificates, Kisan Credit Cards, PM-Kisan Samman Nidhi benefits, and ration cards. Districts like Shivpuri, Maihar, Raisen, Katni, and Bhind performed excellently in issuing Ayushman cards. Jabalpur, Raisen, and Seoni also performed well in issuing pending caste certificates. All districts have been instructed to complete infrastructure works — such as hostels, roads, Anganwadi buildings, and multipurpose centers — as soon as possible.
Shri Bamra further said that under the chairmanship of Prime Minister Shri Narendra Modi, the nationwide Janjateey Gaurav Diwas will be held on November 15. All districts are expected to complete the assigned tasks under the PM Janman before this date.
Additional Chief Secretary Forests Shri Ashok Barnwal urged district collectors to review and resolve previously rejected claims under the Forest Rights Act by December 2025. He emphasized completing, by December, the recognition of rights for community forest resource management as per district-wise targets. He directed that the process for converting forest villages into revenue villages, following model procedures, should be concluded so that beneficiaries of forest rights may avail themselves of the government’s various welfare schemes. Presently, the conversion process is underway for 792 forest villages across 29 districts, with work remaining in 66 forest villages situated in protected areas. These villages still require boundary delineation, mapping, and verification of occupation and eligibility for forest rights certificates. Bhopal, Jabalpur, Katni, Narsinghpur, and Chhatarpur have shown excellent performance in resolving forest rights claims.

Districts like Barwani, Khargone, Narsinghpur, Sehore, and Indore showed outstanding performance in establishing Aadi Seva Kendras. In the session, Betul presented its outstanding work under the Aadi Karmayogi Abhiyan; Shivpuri presented achievements in PM Janman Awas; Shahdol highlighted efforts in PM Janman Aadhaar, caste certificate, and Ayushman card distribution; and Balaghat showcased its success in resolving forest rights claims.
