CM Dhami Attends the 120th Annual Session of PHD Chamber of Commerce and Industry in New Delhi
“Uttarakhand will become a leading state in industrial development and investment,” says CM Dhami
New Delhi, Oct 2025 : Chief Minister Pushkar Singh Dhami attended the 120th Annual Session of the PHD Chamber of Commerce and Industry in New Delhi on Thursday.
Speaking on the occasion, the Chief Minister said that Uttarakhand is poised to emerge as a leading state in industrial development and investment. He informed that investment agreements worth ₹3.56 lakh crore have been signed in the state, and work on projects worth ₹1 lakh crore has already begun.
He added that the state has introduced a single-window system for industrial approvals and implemented over 30 sectoral policies to accelerate investments. New industrial parks and townships are being developed in Kashipur, Sitarganj, Pantnagar, and Rudrapur. Uttarakhand has been recognized as an “Achiever” in Ease of Doing Business and a “Leader” in Startup Ranking.
“Our goal,” said CM Dhami, “is to make Uttarakhand the country’s leading ‘Investment-Friendly State’. The state’s U-Hub initiative and a ₹200-crore venture fund will give a new flight to startups.”
He also mentioned that work is progressing rapidly on developing a Smart Industrial Township across 1,000 acres in Kichha. Plug-and-play flatted factories for MSMEs are being set up in Rudrapur, Selakui, and Haridwar.
The Chief Minister announced that Dehradun will host the World Summit on Disaster Management (WSDM) from November 28 to 30, 2025, where global leaders and experts will deliberate on climate change and disaster preparedness.
Welcoming the entrepreneurs and industrial representatives, CM Dhami lauded the PHD Chamber’s 120-year contribution to India’s economic growth, industrial development, and spirit of entrepreneurship, calling it “incomparable.”
He said the session’s theme, “India’s Emerging Role as a Trusted Global Partner,” provided a meaningful platform to discuss Uttarakhand’s growing role in India’s economic expansion.
“Under Prime Minister Narendra Modi’s visionary leadership and the mantra of Reform, Perform, and Transform, India has gained a new direction,” he said. “India has created an investment-friendly environment and achieved remarkable progress in infrastructure, education, healthcare, women’s empowerment, and social justice.”
Dhami highlighted that India has become the fourth-largest economy in the world and is moving swiftly toward becoming the third-largest. “Countries that once viewed India merely as a consumer market now recognize its strength in technology and innovation,” he said.
The Chief Minister also detailed various industrial initiatives in Uttarakhand, including:
- Aroma Park in Kashipur, Plastic Park in Sitarganj, and an Electronics Manufacturing Cluster in Kashipur
- A Multi-Modal Logistics Park in Pantnagar
- The UKSPICE investment promotion agency, offering dedicated investor facilitation through the “Nivesh Mitra” platform
- The House of Himalayas brand, uniting all state organic products under one umbrella and promoting GI tagging for global recognition
He further added that under the Mukhyamantri Swarozgar Yojana, over 10,000 new entrepreneurs have benefited, and 260+ business services are now fully online, ensuring transparency and efficiency.
“Our strictness and transparency are directly benefiting entrepreneurs,” Dhami said. “They no longer face unnecessary obstacles in obtaining approvals, land allotments, or licenses. We are determined to make Uttarakhand the country’s most investment-friendly state.”
The event was attended by PHDCCI President Hemant Jain, Vice Presidents Anil Gupta and Rajeev Juneja, former President Sanjeev Agarwal, representatives of various industrial institutions, entrepreneurs, and U-COST Director General Durgesh Pant.
