CM Rekha Gupta Says: This Festival of Lights Should Reflect a ‘Clean Delhi’
New Delhi, Oct 2025 : Under the direction of Chief Minister Rekha Gupta, the Delhi Government has issued special orders to all departments to ensure the capital remains clean, safe, and radiant during the Diwali festival. Detailed guidelines have been provided to all concerned department heads and municipal authorities so that citizens can enjoy smooth traffic, a clean environment, and a festive atmosphere.
CM Rekha Gupta said that Diwali is a festival of light, splendor, and joy. She emphasised that the festival is not just about lamps but also a symbol of cleanliness, discipline, and collective cooperation. She stated that the goal is for Delhi to shine brightly and remain clean this Diwali. All departments have been asked to work together to ensure citizens enjoy a safe and pleasant Diwali.
The Chief Minister also appealed to the people of Delhi to use indigenous products, maintain cleanliness, and celebrate Diwali in an environmentally conscious manner. In line with this objective, Delhi Chief Secretary Rajeev Verma instructed that all arrangements be properly organized. The Chief Minister further emphasized that public participation and community events will be encouraged on a large scale during the upcoming festivals. Departments and agencies must coordinate effectively to ensure smooth management and avoid any inconvenience to citizens.
Following the CM’s directives, Chief Secretary Rajeev Verma has issued detailed guidelines to all department heads, ordering that all arrangements in Delhi be meticulously maintained during Diwali. The Chief Secretary has instructed all local bodies, the Electricity Department, and the Public Works Department (PWD) to ensure that streetlights are fully functional across roads, markets, colonies, religious sites, and public areas. Any streetlights that are not working must be fixed immediately so that the entire city is well-lit during the festival.
The Delhi Police (Traffic Wing) has been directed to deploy additional personnel in markets and major roads during the festival and implement an effective traffic plan to ensure smooth vehicle movement and control crowds in busy areas.
The Chief Secretary has also instructed the Municipal Corporation of Delhi and the New Delhi Municipal Council to enhance cleanliness measures, ensuring timely waste disposal and deploying additional cleaning staff as required. Special cleaning drives will be conducted in alleys, markets, public areas, and religious sites so that the capital appears clean and attractive during Diwali. Proper management and allocation of space for street vendors has been directed, with municipal authorities and local police coordinating to ensure that business operations continue smoothly while public safety and convenience are maintained.
Each department and agency has been requested to appoint a nodal officer to coordinate with other departments and regularly monitor these preparations. All departments have also been asked to submit progress reports to the Secretary of Urban Development.
Promoting Indigenous Spirit
In line with CM Rekha Gupta’s “Vocal for Local” initiative, the Chief Secretary has directed departments and agencies to encourage citizens, markets, and vendors to use and sell indigenous products. This will not only promote local trade but also strengthen the spirit of self-reliance.
