Under CM Bhajanlal Sharma’s Leadership, Girl Education Finds a New Path in Rajasthan

Jaipur, Oct 2025 : Under the leadership of Chief Minister Bhajanlal Sharma, the state government is continuously working to promote girls’ education. The government’s top priority is to ensure that every girl in Rajasthan receives ample opportunities for higher education and becomes self-reliant, enabling the state to achieve new heights in the field of women’s education.

In this direction, the Devnarayan Student Scooty Distribution and Incentive Scheme is playing a vital role in inspiring and motivating young girls across the state to shape their own future.

Devnarayan Scooty and Incentive Scheme – Encouraging Higher Education for Girls

The Devnarayan Student Scooty Distribution and Incentive Scheme was launched in 2011–12 by the Department of College Education to encourage girls’ education. Under this scheme, girls belonging to the Special Backward Class (SBC) who are domiciles of Rajasthan and have secured 50% or more marks in Class 12 (from either the Rajasthan Board of Secondary Education or CBSE) and are regular students in the first year of graduation in a government college or state-funded university in Rajasthan, are awarded a scooty based on their merit ranking.

Annual Distribution of 4,240 Scooties from 2025

With the Chief Minister’s initiative, the government not only distributes scooties to students who meet the annual target but also includes other students with the same cut-off marks, providing them free scooties.

To be eligible, the annual income of the student’s parents, guardians, or husband must be below ₹2.5 lakh.
Earlier, the annual target for scooty distribution was 1,500, which has now been increased to 4,240 scooties per year starting from 2025–26.

Annual Incentive for Eligible Students

For students who do not qualify for scooty distribution, the government provides cash incentives:

  • ₹10,000 per year to SBC girls who score 50% or more marks in the first, second, and third years of graduation.
  • ₹20,000 per year in both the first and second years of postgraduate studies, provided they achieve 50% or more marks in the first year.

Eligible candidates include SBC girls whose parents’ or guardians’ annual income is less than ₹2.5 lakh and who are studying in government colleges or state-funded universities.

Positive Impact of the Scheme

So far, under the Devnarayan Scooty Distribution Scheme, the state government has spent ₹74.35 crore, benefiting 16,021 girl students. Additionally, under the incentive component, ₹9.76 crore has been disbursed to benefit 19,100 girls.

For the financial year 2025–26, a budget provision of ₹56.10 crore has been approved, out of which ₹32.92 crore has already been spent by September 2025.

The scheme is empowering thousands of young women in Rajasthan, paving the way for greater access to higher education, self-reliance, and equal opportunities, reaffirming the state government’s commitment to the education and empowerment of every daughter in the state.
