Chief Minister Eknath Shinde Urges Acceleration of Slum Rehabilitation for Flood Victims

Pune : Chief Minister Eknath Shinde has called for the swift implementation of slum rehabilitation schemes and cluster development projects to ensure the permanent rehabilitation of flood-affected residents. He also directed various measures to increase river flow capacity to prevent future flood situations and to take legal action against those who obstruct river flow.

During his visit, Shinde emphasized the importance of safeguarding lives and properties, stating that river deepening and widening should be prioritized to mitigate human and financial losses during floods. He urged the Pune and Pimpri-Chinchwad Municipal Corporations, Water Resources Department, PMRDA, and District Administration to initiate a campaign for silt removal and building construction and demolition where necessary. Shinde also suggested setting up automatic weather stations in villages for better rainfall and streamflow monitoring and implementing an early warning system in flood-prone areas.

Shinde highlighted the need for careful planning to ensure that river improvement projects do not obstruct water flow. He proposed implementing schemes like “silt-free dam, silt-free Shiwar” to enhance river carrying capacity. Additionally, a blue flood line survey will be conducted for the permanent rehabilitation of citizens, followed by a proposal to the government. Shinde announced the framing of a new Development Control and Promotion Regulation (DCR) to address issues related to flood-affected houses and necessary legal changes for house redevelopment.

Shinde stressed the importance of on-ground efforts by chief officers to understand and address citizens’ experiences and challenges. He assured that the government is providing immediate relief, including clothes, beds, blankets, kits, and rations, and is seeking special assistance through various funds. He also noted that the health department is actively working to prevent the spread of epidemic diseases post-flood and emphasized coordination with insurance companies for compensating vehicle damage.

Health Minister Dr. Tanaji Sawant highlighted the need to consider various factors like water carrying capacity, inflow, and discharge when planning for flood control. He suggested preparing a plan to ensure unobstructed river flow even with significant water release. Deputy Chairman Dr. Neelam Gorhe recommended updating the pre-monsoon warning system and providing special help to flood-affected citizens. Other officials, including MLAs Bhimrao Tapkir and Madhuri Misal, and various department heads, provided updates and suggestions on measures and support for flood victims.

Zilla Parishad Chief Executive Officer Santosh Patil, District Police Superintendent Pankaj Deshmukh, PMRDA Commissioner Yogesh Mhse, Municipal Corporation Additional Commissioner Prithviraj BP, Irrigation Department Chief Engineer Hanumant Gunale, Public Department Chief Engineer Atul Chavan etc. were present in the meeting.
