Winter Session of Parliament to Begin December 1, Says Kiren Rijiju

New Delhi, Nov 2025 : The Winter Session of Parliament will convene from December 1 to December 19, Minister of Parliamentary Affairs Kiren Rijiju announced on Saturday. The session dates were approved by President Droupadi Murmu, he said in a message on X.

Rijiju noted that the schedule remains “subject to exigencies of Parliamentary business,” but expressed hope that the session would proceed smoothly and productively. “Looking forward to a constructive and meaningful Session that strengthens our democracy and serves the aspirations of the people,” he wrote.

The announcement comes amid concerns about declining productivity in recent sessions. The Monsoon Session, held between July 21 and August 21, witnessed significant disruptions in both Houses.

  • Lok Sabha functioned for only 37 out of 120 scheduled hours, recording 31% productivity.
  • Rajya Sabha managed 41 hours and 15 minutes, achieving 38.8% productivity.

Frequent adjournments over political confrontations had hindered legislative business, prompting calls from leaders across party lines for greater cooperation in the upcoming session.

The Winter Session will also mark the first full parliamentary session for Vice President C.P. Radhakrishnan as Chairman of the Rajya Sabha. Sworn in as India’s 15th Vice President on September 12, Radhakrishnan has already begun familiarizing himself with the procedural and administrative mechanisms of the Upper House.

On October 21, he visited several key wings of the Rajya Sabha Secretariat at Parliament House, including the Table Office, Legislative Section, Question Branch, Members’ Salaries and Allowances Branch, Bill Office, Notice Office, Lobby Office, and Reporters’ Branch. The visit aimed at reviewing their functioning and interacting with staff responsible for the smooth conduct of House proceedings.

During conversations with officials, the Vice President appreciated their dedication and urged them to continue upholding the standards of parliamentary functioning. He emphasized professionalism, commitment to national service, and readiness for the upcoming session. He also extended Diwali greetings to the staff during his tour.

As the nation prepares for a politically significant Winter Session, expectations are high for meaningful debate, passage of key legislation, and improved coordination among political parties.
