Bihar Election 2025: Final Phase Sees 47.62% Turnout by 1 PM Amid Tight Security After Delhi Blast
Patna, Nov 2025 : The final round of the Bihar Assembly elections witnessed steady voter participation on Tuesday, with turnout reaching 47.62% by 1 PM. Kishanganj continued to lead with 51.86%, followed by Gaya (50.95%), Jamui (50.91%), Banka (50.07%) and Kaimur (Bhabhua) at 49.89%. Polling across 20 districts began at 7 AM and will conclude at 5 PM.
The increase in voter activity comes amid heightened security across the state following the deadly blasts near Delhi’s Red Fort on Monday. Bihar Director General of Police Vinay Kumar confirmed that the international border with Nepal has been sealed for the last 72 hours to ensure peaceful and incident-free polling.
“The police are on high alert following the incident in Delhi. We are taking every precaution to prevent any untoward incident in Bihar,” DGP Kumar told ANI.
NDA Predicts Massive Victory
Even as voters queued up at polling stations, political parties continued to express confidence in their performance. BJP leader Ashwini Kumar Choubey claimed that the National Democratic Alliance (NDA) is set for a “historic win.”
“I feel voting is happening in favour of the NDA. People are voting for development, for a developed Bihar under the guidance of Chief Minister Nitish Kumar and Prime Minister Narendra Modi. We will win more than 180 seats, and the figure may go up to 200,” Choubey said.
Opposition Claims a Wave for Change
Meanwhile, the opposition Rashtriya Janata Dal (RJD) insisted that the public sentiment is firmly in its favour. RJD MP Manoj Jha said that the change seen in the first phase has now turned into a “big wave” that will sweep the NDA out of power.
“The people have decided. This wave is stronger than what political analysts anticipated,” Jha said.
Voting Figures Earlier in the Day
At 11 AM, voter turnout stood at 31.38%, with Kishanganj (34.74%), Gaya (34.07%) and Jamui (33.69%) registering the highest participation. This is higher than the 27.65% turnout recorded at the same time during Phase 1, signalling strong interest in the final phase.
Massive Voter Base, Final Battle for 122 Seats
More than 3.7 crore voters, including 1.74 crore women, are eligible to vote in this phase, which covers 122 Assembly constituencies. A total of 45,399 polling stations have been set up to facilitate smooth voting.

Several prominent leaders are contesting in this phase, including:

- Uday Narain Choudhary (former Speaker) – Sikandra
- Former ministers Vinay Bihari (Lauriya), Narayan Prasad (Nautan), Shamim Ahmed (Narkatia), Rana Randhir Singh (Madhuban), Pramod Kumar (Motihari), Sunil Kumar Pintu (Sitamarhi)
- Renu Devi, senior BJP leader and former Deputy Chief Minister
Key constituencies to watch include Kahalgaon, Narpatganj, Forbesganj, Mokama and Valmiki Nagar.
Bypolls Also Underway in Seven States
Alongside Bihar, voting is also taking place for by-elections to eight Assembly seats across six states and one Union Territory: Budgam and Nagrota (J&K), Anta (Rajasthan), Ghatsila (Jharkhand), Jubilee Hills (Telangana), Tarn Taran (Punjab), Dampa (Mizoram) and Nuapada (Odisha).
Bihar Recorded Highest Ever Turnout in Phase 1
The first phase, held on November 6, saw a record 64.66% turnout, the highest ever for Bihar. This came after a special revision of electoral rolls reduced the total electorate from 78.9 million to 74.2 million.
