Jharkhand Cabinet Approves Winter Assembly Session, New Infrastructure, Education, and Pension Reforms
Ranchi, Nov 2025 : The Jharkhand Cabinet, chaired by Chief Minister Hemant Soren, on Wednesday approved the winter session of the state assembly to be held from December 5 to 11, along with 18 key proposals spanning infrastructure, education, administrative, and social welfare reforms.
Addressing the media, Cabinet Secretary Vandana Dadel said one of the notable decisions was to declare the native mongoose as the state fish of Jharkhand—a move aimed at conservation and boosting commercial fish production.
In a major step toward judicial modernization, the Cabinet cleared e-evidence and e-summons model rules for the implementation of three new criminal laws, which are expected to enhance transparency and speed up judicial proceedings across the state.
Focusing on science and technology education, the government decided to set up STEM laboratories in all Chief Minister’s Schools of Excellence across Jharkhand’s 24 districts, promoting innovation and digital learning among students.
The Cabinet also approved the promotion of 1,315 Forest Guards to the newly created Head Forest Guard posts, from the total 3,883 sanctioned posts in the Forest Department. In a move welcomed by educators, the government decided to extend Old Pension Scheme benefits to the teachers and staff of Netarhat Residential School, one of the state’s most prestigious educational institutions.
To enhance tourism and hospitality infrastructure, a proposal was passed to redevelop a hotel in Deoghar into a four-star facility at an estimated cost of ₹113.97 crore, under the Public-Private Partnership (PPP) model.
Two major road projects were also cleared—₹133 crore for upgrading the Giridih–Jamua road to a two-lane highway and ₹29.76 crore for improving the Simdega–Kerasai–Odisha border road. Additionally, ₹37.27 crore was sanctioned from the contingency fund for the Setu Bandhan Project, which focuses on bridge construction and improving rural connectivity.
The Cabinet also approved the lease of 147.05 acres of land to a private company for 30 years for the Chakla coal project in Latehar district, boosting industrial and mining activity.
Other decisions included amendments to the service rules of the Police Radio Department and the Indian Reserve Battalion, as well as the regularization of contract workers employed under the Polytechnic Education Project, strengthening job security in the technical education sector.
