Chief Minister Dr. Mohan Yadav has expressed his commitment to making Madhya Pradesh the Milk Capital. He said that milk production in the state will be increased to make livestock farmers and milk producers self-reliant in every possible way. This is an important step toward building a self-reliant Madhya Pradesh. In line with this vision of Chief Minister Dr. Yadav, the state government has launched an effective new initiative in the state. With the objective of strengthening the rural economy, making livestock farmers self-reliant, and organizing, systematizing, professionalizing, and making the existing dairy industry profitable, the state government has launched the ‘Dr. Bhimrao Ambedkar Kamdhenu Scheme’ this year.

This scheme has emerged as a ray of hope, especially for needy youth, farmers, and livestock rearers who wish to establish modern dairy units and develop a sustainable source of income. The main objectives of the scheme are to promote milk production in the state, create new employment opportunities in rural areas, and increase the income of livestock farmers.

Under the Dr. Bhimrao Ambedkar Kamdhenu Scheme, beneficiaries are given the opportunity to establish a unit of 25 milch animals. Interested and capable beneficiaries can set up a dairy project of up to a maximum of 8 units, i.e., up to 200 animals. The scheme has been designed keeping in mind small to medium-level dairy entrepreneurs. One of the major conditions of the scheme is that for each unit, the interested beneficiary must have at least 3.50 acres of agricultural land available. This land is essential for housing the animals, arranging fodder, and the proper operation of the dairy. Along with this, the government is also giving importance to professional training for livestock farmers and milk producers so that they can run their dairy businesses using scientific and modern methods.

Providing financial assistance to livestock farmers is the most attractive aspect of this scheme. The government is providing a subsidy on the total project cost. Beneficiaries belonging to Scheduled Castes and Scheduled Tribes will receive a subsidy of 33 percent of the total project cost, while beneficiaries from all other categories will receive a subsidy of up to 25 percent. The remaining amount will be made available through bank loans. This provision significantly reduces the barrier of large initial investment and makes it easier to start a dairy business.

Special emphasis has been placed on transparency in the selection of beneficiaries. The application process is online, and selection is generally carried out on a “first come, first served” basis. Priority is also being given to those livestock farmers who are already supplying milk regularly to dairy unions or cooperative institutions. For applying, documents such as Aadhaar card, residence certificate, land documents, bank account details, caste certificate (if applicable), and training certificate are required. Interested applicants can obtain detailed information and guidance from the official portal of the Department of Animal Husbandry and Dairy or from the Veterinary Services Office in their respective districts.

Some Facts About the Scheme

  • As a new component under the Chief Minister’s Livestock Development Scheme, the state government approved the Dr. Bhimrao Ambedkar Kamdhenu Scheme on 25 April 2025.
  • Under the scheme, the unit cost for one unit of 25 milch animals ranges from ₹36 lakh to ₹42 lakh.
  • A maximum of 8 units can be established by one beneficiary under the scheme. Each unit will consist of animals of a single breed—either cattle or buffalo.
  • The beneficiary must have a minimum of 3.50 acres of agricultural land for each unit.
  • Joint family land holdings are also included; in such cases, consent of the other family members will be required.
  • With a proportional increase in the number of units, a proportional increase in the minimum required agricultural land eligibility will also be mandatory.
  • Payment of the loan amount to eligible beneficiaries will be made in four phases.
