CM-In Mineco-A Engineers’ Centre Foundation Stone Laid

Aizawl, January 2026: Chief Minister Pu Lalduhoma today laid the foundation stone for the construction of the Engineers’ Centre at MINECO.

Speaking at the foundation stone laying ceremony, the Chief Minister praised the members of the Mizoram Engineering Service Association (MESA) for mobilising funds for the construction of the Engineers’ Club, describing their initiative as commendable and exemplary. He said government engineers bear responsibility in all aspects of the state’s development, and since substantial development funds are entrusted to them, he expressed confidence that they would carry out their duties with full dedication.

Highlighting the importance of infrastructure in driving the economy, Pu Lalduhoma said its impact can be clearly seen through railway connectivity. With the railway line reaching Sairang, travel for the general public has become easier, goods can be transported at lower cost, tourist inflow has increased, and the tourism industry has benefited. These developments, he said, demonstrate the value of good infrastructure. He encouraged engineers to continue working honestly and efficiently for the progress of the state and to use the Engineers’ Club productively in support of their professional activities.

The Chief Minister also stated that Mizoram remains among the least corrupt regions in the country. Citing a CMS India Study based on data from NITI Aayog and Transparency International, he said Mizoram currently ranks second in India with the lowest level of corruption. The first position is held by Lakshadweep (Union Territory), which has a population of only about seventy thousand, while among states, Mizoram ranks first. He further informed that a Study Team has been constituted to closely examine the functioning of Works Departments and recommend improved systems, and that its report has already been submitted. Based on the team’s recommendations, efforts are underway to reform and improve several operational practices within the Works Departments.

Earlier, engineers had a well-equipped Engineers’ Club at Zarkawt Babu Tlâng. As the Mizoram Engineering Service Association (MESA) comprises engineers from various departments, the facility was used for official discussions, conferences, accommodation for engineers posted outside Aizawl when visiting headquarters, and other essential purposes. However, in 2011, the government handed over the building and land to Zarkawt YMA for the construction of a stadium-cum-recreation and parking centre, leaving engineers without a dedicated facility. After repeated requests to the authorities for an alternative site, the government finally allotted Plot No. B-39 at MINECO on June 12, 2024, for the construction of the Engineers’ Centre.

Once completed, the Engineers’ Centre will not be limited to engineers alone but will be available for use by various government departments, government employees’ associations, NGOs, churches, and individuals as required. For engineers in particular, it will serve as a venue for seminars and conferences, inter-departmental coordination meetings, technical discussions, mentoring by senior members, a technical library with books, codes, manuals, technical papers and journals, training programmes, and transit accommodation for engineers visiting Aizawl from outside.

The foundation stone laying programme was chaired by Er. Lalrinzuala Ralte, President, MESA. A report was presented by Er. PC David Lalrinliana, General Secretary, MESA, and the event concluded with a vote of thanks by Er. Lalrinmawia, Chairman, Engineers’ Centre Working Committee. The proposed Engineers’ Centre will include a 500-seat conference hall, technical discussion rooms, family transit accommodation, committee rooms, guest rooms, a canteen, and parking facilities. Engineers have already mobilised ₹21,83,000 for the project and intend to continue fundraising.
