Union Textiles Minister Giriraj Singh Praises Rajasthan Textile Policy, Urges Other States to Follow Suit
Jaipur, January 2026 : Union Minister for Textiles Giriraj Singh lauded the Rajasthan government’s Textile Policy at the National Conference of Textile Ministers held in Guwahati, Assam, describing it as a model policy. He advised all states to prepare similar roadmaps to promote the growth of their textile industries and attract investment. During the event, he was presented with a copy of the Rajasthan Textile and Apparel Policy–2025, which he reviewed carefully, sought feedback from concerned officials, and expressed appreciation for the policy.
The two-day conference has brought together textile ministers and senior officials from states and Union Territories across the country to deliberate on the future roadmap of the textile sector. A delegation from the Rajasthan government, led by Minister of State for Industries and Commerce K.K. Vishnoi, participated in the conference, along with senior officials including Additional Commissioner S.S. Shah.
MoU Between the Ministry of Textiles and Rajasthan
At the conference, the Union Ministry of Textiles took a significant step towards evidence-based policymaking by signing Memorandums of Understanding (MoUs) with 15 states, including Rajasthan. These MoUs are part of the Textiles-focused Research, Evaluation, Monitoring, Planning and Start-ups (TEX-RAMPS) scheme. The initiative aims to improve the scope, quality, timeliness, and reliability of textile-related statistical products and research.
Through these MoUs, a robust operational framework has been established to strengthen textile data systems across states and Union Territories. Under the TEX-RAMPS scheme, focused efforts at the cluster and district levels will promote integrated planning for key segments such as handlooms, handicrafts, apparel, technical textiles, and allied sectors.
To support these structural reforms, the Ministry of Textiles is providing financial assistance of Rs 12 lakh per state per year, including an additional Rs 1 lakh per district annually, to be disbursed based on the development and implementation of district-specific action plans.
A Moment of Pride for the Industry Department: Commissioner
Industries and Commerce Commissioner Suresh Kumar Ola said it is a matter of pride for Rajasthan that its policies are being appreciated at the national level and that other states are being encouraged to adopt similar frameworks. He noted that under the leadership of Chief Minister Bhajanlal Sharma, the state government has implemented several new policies, including the Rajasthan Textile and Apparel Policy–2025, which are expected to yield positive outcomes in the future.

For the first time in the state, the policy includes the garment manufacturing sector to promote exports. In addition to boosting the production of natural and synthetic fibres, the policy also covers technical textiles, textile manufacturing, handloom, wool processing, leather products, footwear, and other allied sectors.
To incentivize industries in the textile and apparel sector, the policy provides for asset creation incentives of up to Rs 80 crore per year for 10 years, 100 percent exemption on stamp duty and registration charges for land/building purchase or lease, and 100 percent exemption on electricity duty on power consumption.
Keeping environmental concerns in mind, the policy offers Green Solution Incentives, including 50 percent support up to Rs 12.5 crore, 100 percent exemption on banking, wheeling, and transmission charges for renewable energy plants, 50 percent reimbursement of patent and copyright costs, and 100 percent reimbursement of land conversion charges. Export units are also eligible for 25 percent reimbursement of freight charges and 50 percent reimbursement of employee training costs.
National Conference of Textile Ministers
Organised by the Ministry of Textiles, the conference is being held under the theme “Indian Textiles: Weaving Growth, Heritage and Innovation.” The objective is to strengthen cooperative federalism and promote coordinated efforts between the Centre and states to establish India as a global hub for textiles, apparel, and technical textiles. The inaugural session was attended by Union Textiles Minister Giriraj Singh, Madhya Pradesh Chief Minister Dr. Mohan Yadav, Minister of State for Textiles Pabitra Margherita, and other dignitaries.
