CM Himanta Biswa Sarma lays foundation stone at Chapar; project expected to generate up to 20,000 construction jobs and around 5,000 operational jobs
Guwahati, September 2026: Assam Chief Minister Dr Himanta Biswa Sarma on Sunday laid the foundation stone for Adani Power Limited’s proposed 3,200 MW ultra-supercritical thermal power project at Chapar in Dhubri district, marking a major investment in the state’s power sector.
The greenfield project, involving an estimated investment of ₹48,000 crore, will comprise four generating units, each with a capacity of 800 MW. According to project details, commissioning is planned in phases beginning December 2030, with full commissioning targeted for December 2032.
The project is expected to create up to 20,000 employment opportunities during the construction phase and around 5,000 jobs once operational. It is also expected to generate business opportunities for local contractors, suppliers, transport operators and service providers, contributing to economic activity in the region.
Adani Power’s project information identifies the Chapar facility as a 3,200 MW greenfield power project. Earlier, the Assam Power Distribution Company Limited (APDCL) had awarded Adani Power a long-term power procurement contract covering the entire 3,200 MW capacity.
Part of ₹63,000-Crore Power Investment Programme
The Chapar project forms part of an approximately ₹63,000-crore power investment programme in Assam. Of this, around ₹48,000 crore is earmarked for the thermal power project, while approximately ₹15,000 crore is planned for two pumped storage projects with a combined capacity of 2,700 MW through Adani Green Energy Limited.
Adani Energy Solutions Limited is also implementing smart-metering projects in the state as part of efforts to modernise Assam’s electricity distribution infrastructure.
According to the company, investments by the Adani Group across different sectors in Assam are expected to exceed ₹80,000 crore, covering power, aviation and cement. These investments are expected to support infrastructure development and contribute to economic activity in the state over the coming years.
Four 800 MW Units Using Ultra-Supercritical Technology
The Chapar thermal power plant will consist of four units of 800 MW each and will use ultra-supercritical technology. The technology incorporates high-efficiency generation systems and modern environmental safeguards.
Once operational, the facility is expected to supply electricity for household, commercial and industrial requirements in Assam, strengthening the state's power generation capacity.
CM Highlights Employment and Industrial Opportunities
Addressing the foundation-stone ceremony, Chief Minister Himanta Biswa Sarma described the project as a significant investment for Assam. He said the project had emerged from the investment momentum generated by the Advantage Assam Investor Summit 2.0.
The Chief Minister highlighted the project's potential to create employment, boost economic activity and contribute to state GST revenues. He also said the expanding industrial ecosystem would provide opportunities for local industries and enterprises to participate in the development process.
The project is expected to have a wider economic impact through demand for construction services, logistics, transportation, equipment, supplies and other supporting services during both its construction and operational phases.
Jeet Adani Highlights Assam’s Energy Potential
Jeet Adani, Director, Adani Group, said the Chapar project marked a new phase of investment in Assam. He said the ₹48,000-crore project was aimed at providing reliable and affordable electricity while creating employment and business opportunities for local communities.
Adani also highlighted Assam’s geographical advantages and said the state had the potential to emerge as an important energy base supporting India’s future growth.
Adani Group Investments Extend Beyond Power
The Adani Group’s investments in Assam extend beyond the power sector. In aviation, Terminal 2 at Lokapriya Gopinath Bordoloi International Airport (LGBIA), Guwahati, became operational on February 22, 2026, according to the release.
The Adani Foundation has also undertaken initiatives in flood-affected areas of Assam. It has reported reaching more than 8,000 flood-affected families in Sivasagar and Dhemaji districts with food, medicines, sanitation and hygiene supplies.
In 19 villages of Kamrup Rural, the foundation is engaged in initiatives covering education, healthcare, livelihoods, community infrastructure and climate-related activities.
Project Awarded Through Competitive Bidding
Adani Power emerged as the successful bidder for the 3,200 MW project in October 2025 following a competitive bidding process. The company subsequently received the Letter of Award from APDCL in November 2025.
According to the company’s regulatory disclosure, the project is being developed under the Design, Build, Finance, Own and Operate (DBFOO) model.
The project is scheduled to be commissioned in phases beginning in December 2030, with full commissioning targeted for December 2032. Once completed, the facility is expected to become a major addition to Assam’s power-generation infrastructure while creating employment and supporting a broader network of local businesses and services.
