Publication highlights Jashpur’s unique identity, administrative evolution, cultural heritage, natural wealth and development potential
Raipur, August 2026: Chhattisgarh Chief Minister Vishnu Deo Sai released the book ‘Jashpur: An Introduction’, published by the Indian Institute of Public Administration (IIPA), New Delhi. The publication presents a comprehensive study of Jashpur district, covering its history, administrative development, governance systems, socio-economic transformation, tribal culture, natural resources and future development opportunities.
The book documents the changes in Jashpur’s administrative structure since Independence and examines the functioning of present-day administrative institutions. It also highlights important dimensions for improving governance and planning future development in the district.
On the occasion, IIPA Chhattisgarh Regional Branch Chairman and former Chief Secretary Suyogya Kumar Mishra, Vice Chairman and former Additional Chief Secretary Dr Indira Mishra, and Vice Chairman, former Chief Secretary and current Chhattisgarh State Election Commissioner Ajay Singh were present.
Congratulating the IIPA’s Chhattisgarh regional branch for the publication, Chief Minister Sai said Jashpur is one of Chhattisgarh’s distinctive regions, endowed with a rich natural, cultural and traditional heritage as well as immense development potential.
He said Jashpur is known for its mountains, valleys, rivers, waterfalls and dense forests, while its vibrant tribal culture and traditions further distinguish the district. Bringing together the district’s development journey and administrative experiences in a single publication was a commendable effort, he added.
Sai said understanding the development trajectory of any region requires a comprehensive assessment of its history, society, culture, natural resources and administrative systems. In this context, ‘Jashpur: An Introduction’ is an important document that not only presents a picture of present-day Jashpur but also traces changes in its administrative structure and development process over the years.
The Chief Minister noted that Jashpur’s cultural and ecological character differs significantly from Chhattisgarh’s plains and industrial regions. As part of the extended Chota Nagpur Plateau, the district has distinctive geography, climate, forest resources and livelihood patterns. Tribal communities living in the region for generations have preserved their traditions and a culture of coexistence with nature.
He said Jashpur has made steady progress in infrastructure, rural development, education, healthcare, livelihood promotion and administrative reforms. Future development plans, he added, should take into account local characteristics and requirements. Such studies can help administrators better understand ground realities and establish appropriate development priorities.
Sai emphasised that the ultimate objective of government schemes is to bring positive change to the lives of people at the grassroots. Expanding education, healthcare, roads, communication, employment and livelihood opportunities in remote and tribal areas must go hand in hand with protecting local culture and natural resources.
He said Jashpur has significant potential in agriculture, forest produce, tourism, local products and women- and youth-led entrepreneurship. These sectors can play an important role in strengthening the district’s economy.
The Chief Minister also highlighted Jashpur’s considerable potential as a nature tourism destination. Its forests, mountains, waterfalls, rivers and scenic valleys can attract tourists, while tribal lifestyles, folk culture, traditional art and local cuisine can provide the district with a distinctive identity on the tourism map.
Sai praised the IIPA for its contribution to strengthening public administration through research, training, publications and policy discussions. He said district-level studies are particularly valuable because India’s development journey can be understood more effectively by examining the experiences of districts and local administrations.
He described district administration as a crucial link between government and citizens, responsible for implementing schemes, delivering public services and addressing local problems. Documenting administrative experiences, successful initiatives and challenges can therefore provide useful lessons for other regions as well.
The Chief Minister expressed confidence that the book would serve as an important reference for administrators, policymakers, researchers, students and others interested in understanding Jashpur’s socio-economic and cultural landscape. He said it would also encourage further research and development-oriented studies on the district.
Jashpur study undertaken under IIPA’s national initiative
The IIPA, New Delhi, has assigned its regional branches the task of conducting comprehensive studies of at least one district in their respective states. The objective is to document changes in district-level administration and governance since Independence and study their development trajectories.
The initiative also focuses on assessing existing administrative institutions and identifying potential directions for better governance and development in the future. As part of this exercise, the IIPA’s Chhattisgarh Regional Branch in Raipur selected Jashpur from among the state’s 33 districts.
Jashpur was selected because of its distinctive geographical, social and cultural characteristics. Located in the north-eastern part of Chhattisgarh, the district has a predominantly tribal population and an ecological and cultural profile significantly different from the state’s agricultural plains and industrial areas.
A comprehensive study of Jashpur
The publication describes itself not as a conventional district gazetteer but as a concise, comprehensive document covering multiple aspects of Jashpur. Before becoming a separate district in 1998, Jashpur was a tehsil of Raigarh district. In the absence of a separate district gazetteer for Jashpur, the study draws upon the Raigarh District Gazetteer, publications of the Central and state governments, Census 2011 data, departmental reports and other published material.
The study was prepared through collective efforts rather than by a single individual. Information and data obtained from various departments and government offices of Jashpur were compiled to present an integrated picture of the district.
The book combines Jashpur’s administrative and development journey with its natural and cultural characteristics. The IIPA’s Chhattisgarh Regional Branch has expressed confidence that the study will serve as a foundation for more detailed future research into the district’s history, administration, society, economy, culture and development potential.
Chief Minister Sai congratulated everyone associated with the publication and expressed hope that ‘Jashpur: An Introduction’ would help deepen understanding of the district’s past and present while contributing to a clearer roadmap for its promising future.
