Bhubaneswar, Sept 2026 : The Government has made arrangements to ensure a smooth supply of fertilizers to farmers during the current Kharif 2026–27 season. The Hon’ble Deputy Chief Minister, Minister of Agriculture & Farmers' Empowerment, Energy Shri Kanak Vardhan Singh Deo has laid out a zero-tolerance strategy to deal with the black marketing and diversion of fertilizers. District-level and block-level Enforcement Squads have been constituted by the Government to prevent various unfair practices such as black marketing, hoarding, and the supply of substandard fertilizers.
Inspection teams and flying squads comprising senior officers from the Revenue Department, Agriculture Department, and Police Department have been constituted in the field, and regular raids are being conducted at different wholesale and retail fertilizer shops with the order of Commissioner-cum-Secretary Shri Sachin Ramchandra Jadhav. Wherever any irregularity is detected, immediate action is being taken under the Fertilizer Control Order, 1985 and the Essential Commodities Act, 1955.
During the current financial year, raids have been conducted at 11,684 fertiliser shops across the State. Show-cause notices have been issued to 2,774 persons, while fertilizer sales by 321 dealers have been temporarily suspended. In addition, the licenses of 170 dealers have been suspended for allegedly resorting to unfair practices, while the licenses of 96 dealers have been cancelled. Further, fertilizer stocks belonging to 12 erring dealers have been seized, and criminal cases have been registered against 7 of them.
Last year, in 2025–26, raids were carried out at 9,017 fertilizer shops. Show-cause notices were sent to 2,373 individuals, sales by 48 dealers were halted, and the licenses of 53 dealers were suspended or revoked. Additionally, fertilizer stocks from 15 dealers were seized due to serious allegations, and legal cases were filed against 9 people. This year, the number of raids and enforcement measures has increased substantially. Consequently, farmers now find it easier and more affordable to purchase various chemical fertilizers for their agricultural needs.
On 29.08.2026, a joint raid at Maa Sabitri Agro Agency in Baliguda Sub-Division, Kandhamal district, involved Tahasildar, Agriculture officials, and Police. They seized 700 bags of DAP fertilizer, canceled the shop’s license, and filed a criminal case. Investigation continues.
Raids have been ongoing for the past two days at various fertilizer shops in Manamunda Block, Boudh district, based on information from multiple sources. During these inspections, officials are collecting statements from farmers at the shops. The Chief District Agriculture Officer of Boudh stated that the Agriculture Department will take appropriate action if allegations of black marketing and other irregularities are confirmed.
Adequate quantity of fertilizers are available in each selling point and there is no cause of panic.The Government is committed to effectively regulating the supply of fertilisers this Kharif season and is closely monitoring the situation. Farmers are advised not to panic over rumours and to buy fertilisers only from authorised shops at controlled prices.
