New Delhi, September 2026 : Aam Aadmi Party (AAP) Delhi president Saurabh Bharadwaj has submitted a written complaint to the Lieutenant Governor and Delhi Police Commissioner, seeking registration of an FIR against ACP Nirmal, Vikas Puri police station SHO Ghanshyam Kishore and other police personnel over alleged assault, illegal detention and misbehaviour with women party workers.
In his complaint, Bharadwaj alleged that several male police officers improperly touched and sexually harassed women workers, including Sakshi Gupta, who were sitting peacefully at the spot. He further alleged that police personnel attempted to strangle him, causing him to lose consciousness, and that party workers intervened to save him.
Bharadwaj also sought registration of an FIR against Delhi Minister Parvesh Verma and his associates in connection with the incident. He said video recordings of the alleged police brutality were available and could be handed over to the investigating agency.
Sharing the complaint on X, Bharadwaj said he had approached the Delhi Police Commissioner seeking action against Verma, his associates, SHO Ghanshyam Kishore, ACP Nirmal and other police personnel for alleged criminal assault, destruction of evidence, illegal detention and alleged harassment of women.
According to Bharadwaj, on the afternoon of September 27, a 22-year-old man, identified as Sahib Singh, was recording a video on his mobile phone on Outer Ring Road near Manohar Nagar Gurdwara, within the jurisdiction of Vikas Puri police station. He alleged that Singh was recording a conversation during Verma’s visit in connection with alleged corruption in road construction work being undertaken by the Public Works Department.
Bharadwaj claimed Singh was recording a conversation between Verma and Tilak Nagar MLA Jarnail Singh when Verma allegedly assaulted him and took away his mobile phone. He alleged that the purpose of taking the phone was to destroy digital evidence relating to the alleged corruption and the subsequent confrontation.
He further alleged that the incident was livestreamed and recorded by several media outlets, social media platforms and Jarnail Singh’s official social media handles.
Bharadwaj claimed that SHO Ghanshyam Kishore and several other police personnel were present and witnessed the incident. He alleged that police personnel deployed for Verma’s security pushed Singh and helped the minister leave the spot. He accused the SHO, ACP Nirmal and other local police personnel of deliberately helping Verma evade action.
Bharadwaj said that after allegedly finding the police unwilling to register an FIR, he reached the DCP office at around 8:40 p.m. along with Singh, MLA Jarnail Singh, local residents, councillors and AAP workers. He claimed that around 9:40 p.m., heavy barricading was put up near the DCP office, preventing them from reaching the premises.
According to his complaint, the group subsequently sat peacefully near the barricades in protest. At around 10 p.m., a large contingent of Delhi Police personnel, including several inspectors, SHO Ghanshyam Kishore and ACP Nirmal, along with paramilitary personnel, allegedly reached the spot.
Bharadwaj alleged that the police personnel then attacked the protesters without provocation. He accused male police officers of improperly touching women protesters, including Sakshi Gupta, and alleged that the harassment continued despite objections from the women.
He also alleged that several police officers grabbed him by his shirt collar from behind and pulled him violently in different directions. Bharadwaj claimed that officers pressed his neck and attempted to choke him, causing him to lose consciousness, and that women workers intervened to help him breathe.
The AAP leader further alleged that male police officers detained both male and female protesters late at night. He claimed that the women were detained after sunset and taken to Jaffarpur Kalan police station, alleging that the action violated provisions concerning the detention of women at night.
Bharadwaj said the incidents represented serious alleged violations of statutory and constitutional safeguards, including the right to peaceful protest and legal protections governing the detention of women.
He referred to Section 46(4) of the Code of Criminal Procedure and Section 43(6) of the Bharatiya Nagarik Suraksha Sanhita (BNSS), alleging that the provisions had been violated by the police.
On the alleged evidence, Bharadwaj said the incidents involving Verma during the afternoon and the subsequent police action late at night had been extensively recorded. He said the footage had already been broadcast by mainstream media organisations and widely circulated on social media.
“I am ready to provide the complete, unedited video footage to the investigating agency as required,” Bharadwaj said, adding that although his request for a medical examination had allegedly been declined by police, his injuries could still be medically verified.
Bharadwaj said he had approached the Police Commissioner because, despite the matter being brought to the attention of senior police officials, he alleged that no action had been taken against the officers concerned.
He urged the Police Commissioner to take immediate cognisance of the complaint and direct registration of an FIR against Verma, his associates, SHO Ghanshyam Kishore, ACP Nirmal and all other police and paramilitary personnel allegedly involved in the assault and detention.
He also called for a prompt and transparent investigation into the allegations, saying those responsible for any criminal acts should be brought before the law.
