Ensure Recovery of Outstanding Dues Along with Firm Action Against Illicit Liquor
Excise Commissioner Namit Mehta Directs Officials During Review VC
Jaipur, September 2026: Excise Commissioner Namit Mehta said that revenue should be given priority and revenue targets should be achieved in accordance with the expectations of the state government. He said that the desired targets can be achieved by setting a target of 20 per cent growth over the previous year and conducting daily reviews of revenue collection.
The Excise Commissioner was addressing a departmental review meeting through video conference. During the review VC, he conducted a detailed review of revenue collection, the special preventive campaign, recovery of outstanding dues and auction of seized vehicles, and issued necessary directions to officials.
Mehta said that in case of negligence in achieving revenue targets, responsibility would be fixed on the concerned officials and action would be taken. He directed officials to remain alert and ensure that revenue collection targets are achieved. He said that if efforts are made under an action plan aimed at achieving 20 per cent growth in revenue compared to September last year, the desired results can be achieved.
During the zone-wise and district-wise review conducted through the VC, Bharatpur, Kota and Jaipur, which were lagging behind in revenue collection, were directed to make the required progress. Similarly, Baran, Jhalawar, Bundi, Kota, Bikaner, Pali, Jaipur City and Sri Ganganagar were instructed that revenue growth of less than 15 per cent would not be acceptable under any circumstances. They were directed to prepare an action plan, conduct regular reviews and ensure achievement of the required targets.
During the VC, officials were directed to take effective and concrete action and register important cases under the special preventive campaign being conducted across the state from September 14 to 30. The Excise Commissioner directed officials to take firm action, including major seizures of Indian Made Foreign Liquor (IMFL) and vehicles, on the lines of the preventive campaign conducted in April.
He said that, with the assistance of the informer network, officials should intensify efforts to curb the smuggling of illicit liquor on highways and increase raids at hotels, villas and suspicious locations. He directed officials to work seriously and effectively against such activities.
The zone-, district-, circle- and police-station-wise preventive action was analysed during the VC. Officials from Bundi, Baran, Kota, Bhilwara, Rajsamand, Chittorgarh, Pratapgarh, Dungarpur, Banswara, Sirohi, Hanumangarh, Dausa and Alwar, which were lagging behind in the required progress, were instructed to become more active in the campaign and achieve the desired results.
Jhunjhunu was appreciated for taking effective seizure action under the preventive campaign, and other districts were asked to follow its example. Under the campaign, officials were instructed to take action against at least one truck carrying illicit liquor at the divisional level and increase the number of important cases and seizures. Officials in border districts were also directed to ensure effective prevention and detection of illicit liquor smuggling through patrol teams.
During the VC, officials were directed to identify and attach the properties of defaulters for recovery of outstanding dues and undertake auction and attachment proceedings as per rules. Regarding auctions, the IT sections were instructed to obtain and implement an online auction module similar to those used by Urban Improvement Trusts (UITs) and local bodies.
In view of the large number of seized vehicles in the districts, Jaipur Rural and Jaipur City, Hanumangarh, Alwar, Behror, Jodhpur, Jalore, Pali and Dungarpur were directed to expedite their auction. Officials were also instructed to verify the challans for the first instalment of ALF at the earliest.
During the review VC, Additional Excise Commissioner Pradeep Singh Sangawat presented a district-wise report on targets and progress through a PowerPoint presentation.
Additional Excise Commissioner (Zone) Prabha Gautam, Financial Adviser Sunita Vijay and Deputy Commissioner EPF Pradyumn Singh Chundawat, along with Additional Excise Commissioners of all zones, Deputy Commissioners EPF, District Excise Officers, Assistant Excise Officers, Excise Inspectors and Praharadhikaris from across the state, were present during the meeting.
