Karnataka Unveils Major Welfare Push: Free Student Bus Passes, 56,000 Government Jobs and Youth Empowerment Initiatives

Bengaluru, June 2026 : Karnataka Chief Minister D.K. Shivakumar on Wednesday unveiled a series of ambitious welfare and development measures during the first Cabinet meeting under his leadership, announcing free bus passes for students, recruitment to 56,000 vacant government posts, the creation of a private employment exchange, and several initiatives aimed at empowering youth, homeowners and urban residents.

The decisions, taken during a nearly two-hour Cabinet meeting at the Vidhana Soudha shortly after Shivakumar formally assumed office as Chief Minister, were presented as part of a broader vision to usher in what he described as a “new youth era” in Karnataka.

Addressing the media after the meeting, Shivakumar said the government had spent months preparing programmes designed to benefit farmers, students, labourers, youth and other sections of society. He emphasised that the administration would focus on implementation and tangible results rather than merely making promises.

“We have discussed a range of issues affecting different sections of society and have taken important decisions that will shape Karnataka’s future. These measures are intended to create opportunities, strengthen welfare programmes and promote inclusive development,” he said.

One of the most significant announcements was the introduction of free bus passes for students across the state. The Chief Minister said the decision was taken after repeated representations from students, particularly male students, who questioned why free travel facilities were available only to women under existing schemes.

Shivakumar stated that the government had carefully considered these concerns and decided to extend the benefit to students to ease the financial burden associated with education and commuting. Eligible students will be required to apply for the facility under a framework that will be announced shortly.

The Cabinet also approved a major recruitment drive to fill 56,000 vacant government positions across departments. The Chief Minister said the vacancies would be filled in a phased manner and that a detailed recruitment calendar would soon be released.

The initiative is expected to provide significant employment opportunities for young people seeking careers in public service. According to Shivakumar, strengthening government institutions requires adequate staffing, and the recruitment process will be conducted in a transparent and time-bound manner.

In another major employment-focused decision, the government announced the establishment of a private employment exchange. The proposed platform will function as a bridge between skilled youth and private-sector employers, helping companies identify trained candidates while improving job opportunities for job seekers.

The Chief Minister said the state government intends to encourage greater participation of Kannadigas in private-sector employment. Discussions with industry representatives and stakeholders will be held before finalising the framework, including any provisions relating to preference for local candidates. A comprehensive policy is expected to be prepared within one month.

Shivakumar also unveiled what he described as one of his dream initiatives—the formation of 10,000 Bharat Jodo Youth Associations across Karnataka. Under the plan, one youth association will be established in every gram panchayat, while similar organisations will be created in urban wards.

Each association is expected to consist of around 150 to 200 young members and will serve as a platform for sports, cultural activities, leadership development, social service and the promotion of communal harmony. The government plans to provide financial assistance of Rs 10 lakh to each association to support its activities and infrastructure.

The Chief Minister said the initiative is designed to harness the energy of young people and channel it towards constructive community engagement. Detailed operational guidelines will be prepared over the coming months.

Addressing long-standing concerns of homeowners, the Cabinet also approved measures to resolve issues related to Occupancy Certificates (OC) and Completion Certificates (CC). Shivakumar announced a one-time relaxation for residential properties up to 2,500 square feet that have deviations of up to 20 per cent from approved building plans.

The move is expected to benefit thousands of homeowners who have struggled to obtain official approvals due to minor deviations. He said eligible property owners would need to apply within the prescribed time frame to avail themselves of the relief.

“It is the responsibility of the government to ensure that people receive basic civic services, including water supply and other essential facilities. We must find practical solutions to long-pending issues faced by homeowners,” he said.

Another major decision involved expanding the B-Khata to A-Khata conversion scheme beyond Bengaluru to cover the entire state. Describing the initiative as the government’s “sixth guarantee,” Shivakumar said it would provide property owners with proper legal documentation and greater security regarding ownership rights.

The Chief Minister noted that extending the scheme statewide would simplify property-related processes and help citizens gain access to government services and financial benefits linked to legally recognised property records.

The Cabinet also approved a massive Rs 2,000-crore road resurfacing programme for Bengaluru. According to Shivakumar, the initiative will address deteriorating road conditions across the city and cover roads not included under existing infrastructure projects.

He said the resurfacing work would be carried out on a priority basis and is expected to be completed within the next three to four months. The programme is aimed at improving urban mobility and addressing one of the most persistent concerns of Bengaluru residents.

Responding to questions about the financial implications of the announcements, particularly the free student bus pass scheme and grants for youth associations, Shivakumar maintained that investing in education and youth development was essential for the state’s future.

“Students are our children. We are prepared to spend whatever is necessary to support their education and mobility,” he said.

When asked about the estimated expenditure of nearly Rs 1,000 crore for funding 10,000 youth associations, Shivakumar responded confidently, saying the government was committed to investing in programmes that empower young people and strengthen communities.

The Chief Minister reiterated that the decisions taken during the first Cabinet meeting reflected the government’s commitment to employment generation, youth empowerment, social welfare and infrastructure development. He expressed confidence that the initiatives would not only create opportunities for citizens but also contribute to Karnataka’s long-term growth and progress.
