Indian Railways Tightens Ticket Cancellation Rules, Allows Last-Minute Boarding Changes
New Delhi, March 2026 : Indian Railways has announced a revision of its ticket cancellation rules aimed at curbing misuse of the booking system by touts engaged in black marketing, while also introducing greater flexibility for passengers.
The new rules, set to be implemented in phases between April 1 and April 15, 2026, focus on rationalising refund policies based on the timing of ticket cancellations. The move comes after an analysis of booking patterns revealed that touts often blocked tickets in bulk and cancelled unsold ones shortly before departure to recover a significant portion of the fare.
Under the revised structure, passengers cancelling confirmed tickets more than 72 hours before the scheduled departure will receive the highest refund, with only a nominal flat cancellation charge per passenger. For cancellations made between 72 hours and 24 hours prior to departure, 25 per cent of the ticket fare will be deducted, subject to a minimum charge.
The penalties increase significantly as the departure time approaches. If a ticket is cancelled between 24 hours and 8 hours before departure, 50 per cent of the fare will be deducted. For cancellations made less than 8 hours before the train’s departure, no refund will be provided.
Railways Minister Ashwini Vaishnaw said the revised norms are designed to discourage ticket hoarding and resale practices. He noted that touts exploited the earlier system by booking excess tickets and cancelling them late, thereby retaining much of the refunded amount.
In addition to tightening refund rules, Indian Railways has introduced a passenger-friendly provision allowing changes to the boarding station up to 30 minutes before the train’s scheduled departure. Previously, such changes were permitted only before the preparation of reservation charts.
This new flexibility is expected to benefit passengers, especially in large cities with multiple railway stations, enabling them to board trains from a more convenient location at short notice.
Officials believe that the dual approach of stricter refund policies and enhanced passenger convenience will not only reduce malpractices in ticket bookings but also improve overall efficiency and user experience in the railway system.
The revised rules reflect Indian Railways’ broader effort to modernise its services and ensure fair access to tickets for genuine passengers while cracking down on fraudulent practices.
