Cabinet Approves ₹16,720 Crore for Public Welfare Schemes and Development Works
Chief Minister Dr. Mohan Yadav chaired the Cabinet meeting held at the Mantralaya on Tuesday. The Cabinet took several landmark decisions aimed at the holistic development of Madhya Pradesh and public welfare. To accelerate the state’s progress, the government approved ₹16,720 crore for various development works and important schemes. The meeting focused particularly on strengthening education, agriculture, irrigation, administrative reforms and infrastructure development.
As per the decisions taken in the meeting, a state-of-the-art Financial Training and Research Institute (FTRI) will be established in Bhopal to ensure greater transparency and financial discipline in government functioning. In the interest of farmers, ₹3,174 crore has been approved for the procurement of gram and lentil over the next three years, and the Katna Micro Irrigation Project in Mandsaur district has also been approved.
To strengthen the education sector, financial approvals were granted for fee reimbursement under the RTE Act, expansion of the PM SHRI School Scheme, and provision of free textbooks for students from Classes 9 to 12. Important long-term decisions were also taken, including the development of the Ujjain airstrip to facilitate Airbus aircraft operations and the provision of ₹10,000 monthly assistance to Scheduled Caste students studying in Delhi. These decisions reflect the government’s commitment to strengthening the state’s economy and benefiting every section of society.
₹88.41 Crore Approved for Katna Micro Irrigation Project in Mandsaur
The Cabinet approved administrative sanction of ₹88.41 crore for the Katna Micro Irrigation Project in Mandsaur district. The project will provide irrigation facilities to 3,500 hectares of land across 12 villages in the Bhanpura Tehsil of the district.
Approval for Establishment of Financial Training and Research Institute
The Cabinet decided to establish the Financial Training and Research Institute (FTRI) within the campus of R.C.V.P. Noronha Academy of Administration and
Management, Bhopal.
The institute will provide centralised and standardised training in financial administration and management to personnel at all levels of government. This will improve departmental efficiency, strengthen financial discipline, and enhance transparency.
The seven existing accounting training institutes in the state will be integrated in phases to establish a unified state-level training system. No additional financial burden will be incurred for creating posts in the institute. The estimated cost for its establishment and operation during 2026-27, 2027-28 and 2028-29 will be approximately ₹26 crore.
8 Commercial Tax Schemes Extended Till 2030–31 with ₹2,952 Crore Outlay
The Cabinet approved the continuation of eight schemes of the Commercial Tax Department till 2030–31 with a total outlay of ₹2,952 crore. This includes ₹1,317.62 crore for the continuation of the Madhya Pradesh Urban Infrastructure Development Fund from 2026-27 to 2030-31. Additionally, ₹120.98 crore has been approved for IT-related works, maintenance of departmental assets, procurement of excise materials, operation of departmental shops, and construction of office buildings during 2026-27 to 2030-31. Approvals include ₹806 crore for stamp costs and ₹1,428 crore for headquarters establishment expenditure and district executive establishment as well.
₹5,215 Crore Approved for Regeneration, Restoration and Conservation in Forest Areas
The Cabinet approved ₹5,215 crore for regeneration, restoration, and conservation works in forest areas in accordance with the provisions of the work plan approved by the Government of India. The amount has been sanctioned for a five-year period from 1 April 2026 to 31 March 2031. In addition to treatment works during the first year, the plan will also include maintenance of works carried out in previous years.
₹3,174 Crore Approved for Gram and Lentil Procurement over Three Years
The Cabinet approved ₹3,174 crore for the procurement of gram and lentil over three years, including the current financial year. An amount of ₹1,058 crore will be provided for the Rabi Marketing Year 2026–27 for a period of one year. Similarly, ₹1,058 crore each will be provided for Rabi Marketing Years 2027-28 and 2028-29 through interest-free government guarantee or advance to the Madhya Pradesh State Cooperative Marketing Federation, Bhopal. Under the Price Support Scheme of the Government of India, gram and lentil will be procured to benefit farmers during Rabi Marketing Years 2026-27, 2027-28, and 2028-29. Up to 25 per cent of total gram production and 100 per cent of lentil production will be procured. Mandi fees will also be waived on the procurement of gram and lentil.
₹3,039 Crore Approved for RTE Fee Reimbursement to Private Schools
The Cabinet approved ₹3,039 crore for the continuation of the fee reimbursement scheme under the Right to Education (RTE) Act from 2026-27 to 2030-31. Under the scheme, tuition fees are reimbursed to non-aided private schools providing free and compulsory education to children from Classes 1 to 8.
₹693 Crore Approved for Free Textbooks for Classes 9–12
The Cabinet approved ₹693 crore for providing free textbooks to students studying in Classes 9 to 12 in all government high schools and higher secondary schools in the state from 2026-27 to 2030-31. The amount includes an estimated 5 per cent annual price increase and growth in student enrolment. Under the scheme, textbooks are printed through the Textbook Corporation and distributed free of cost to eligible students.
₹940 Crore Approved for PM Shri School Scheme
The Cabinet approved ₹940 crore as the state share for extending the PM Shri School Scheme until 2031. PM Shri is a centrally sponsored scheme approved by the Government of India in September 2022. The objective is to develop selected schools as exemplar institutions aligned with the National Education Policy (NEP) 2020 over a five-year period. The scheme emphasises infrastructure strengthening, improved teaching-learning processes, experiential learning, digital education, foundational literacy and numeracy, green and safe learning environments, and enhancement of students’ academic competencies.
₹10,000 Monthly Assistance Approved for Scheduled Caste Students under Hostel Scheme
The Cabinet approved ₹10,000 per month assistance for Scheduled Caste students from Madhya Pradesh studying in higher educational institutions in Delhi under the hostel scheme, similar to the support provided by the Tribal Affairs Department. Under the scheme, 100 new students will be admitted each year, along with continuing students, including 50 new undergraduate and 50 new postgraduate students. A total of ₹1.80 crore has been approved annually for the scheme.
₹590 Crore Approved for Land Acquisition to Enable Airbus Operations at Ujjain Airstrip
Under the RCS-UDAN scheme of the Government of India, the development and expansion of the government airstrip in Ujjain to facilitate Airbus aircraft operations has already been agreed upon between the State Government and the Airports Authority of India through necessary agreements and MoUs. The Cabinet approved the acquisition of 437.5 acres of land and ₹590 crore for this purpose. Ujjain holds immense importance in terms of religious tourism, being home to Mahakaleshwar Jyotirlinga—one of the twelve Jyotirlingas—and the Sandipani Ashram and as the host of the Simhastha Kumbh Mela. The city also witnesses a large inflow of devotees and tourists from across the country and abroad. Rapid industrial growth due to Vikram Udyogpuri and other industrial areas, along with its significance in the agriculture and service sectors, makes the upgradation of the airstrip essential.
