Good Governance and Citizen-Centric Administration Key to Viksit Rajasthan@2047: Chief Secretary V. Srinivas
Jaipur, April 2026 : Rajasthan Chief Secretary V. Srinivas said that good governance and citizen-centric administration are the core drivers for achieving the goal of “Viksit Rajasthan@2047.” He emphasized that reforms, flexibility, opportunity-driven thinking, and measurable outcomes are helping Rajasthan emerge as a model of development for the nation.
Addressing a discussion on “Viksit Rajasthan@2047: Governance Transformed” at the Rajasthan International Centre (RIC) on Saturday, Srinivas stated that the state is uniquely positioned to play a decisive role in India’s journey towards “Viksit Bharat@2047.” He highlighted Rajasthan’s strengths, including its natural resources, renewable energy potential, tourism, agriculture, and strategic location.
He noted that the state’s development path is based on inclusion, equity, sustainability, and good governance—aligned with the national vision of building a developed, prosperous, and future-ready India by 2047. The “Amrit Kaal” period (2022–2047), he said, is a transformative phase to achieve this goal.
Srinivas stressed the need for an ambitious, result-oriented governance agenda for the next 25 years in line with Prime Minister Narendra Modi’s vision. He said the focus should be on empowering citizens and prioritizing the welfare of the poorest and most marginalized sections, in line with the principle of Antyodaya. The state government, he added, is committed to implementing initiatives aligned with the “Panch Pran.”
He explained that the transformation framework is guided by “GYAN”—Garib (poor), Yuva (youth), Annadata (farmers), and Nari Shakti (women). The reform agenda is designed to deliver measurable outcomes for these groups through inclusive growth, improved service delivery, and expanded access to opportunities.
The Chief Secretary said the “Viksit Rajasthan@2047” vision document, launched in October 2025, serves as a practical roadmap to transform Rajasthan into a prosperous and inclusive state. He recalled that Chief Minister Bhajan Lal Sharma had described the document as a clear commitment to building a future-ready Rajasthan.
The roadmap is based on a four-pronged approach: nurturing people, strengthening society, building infrastructure and sustainability, and advancing policy, finance, and governance reforms. Key priorities include 100% literacy, skill-based education, universal healthcare access, sustainable water management, smart urbanization, environmental protection, and enhanced opportunities for youth and women.
Srinivas said Rajasthan aims to become a $350 billion economy by 2028–29 and a $4.3 trillion economy by 2047, driven by agriculture, industrial growth, tourism, green energy, infrastructure, and digital governance. He added that the strategy focuses not only on economic growth but also on improving quality of life through better civic services, seamless connectivity, social security, and accountable administration.
Highlighting administrative reforms, he said initiatives like “Raj-Unnati,” AI-enabled service delivery, digitized land records, project monitoring, and grievance redressal systems are transforming governance into a transparent and technology-driven system. Launched in January 2026, “Raj-Unnati” is modeled on the Centre’s PRAGATI platform and represents a shift towards real-time, measurable governance outcomes.
He also pointed to Rajasthan’s progress in ease of doing business reforms, with over 350 BRAP reforms implemented in 2024 and recognition as a top performer in four business reform areas. The state is further advancing deregulation efforts and promoting an investor-friendly environment through measures like the Rajasthan Jan Vishwas Ordinance 2025.
Citing strong implementation capacity, Srinivas said investment proposals worth ₹35 lakh crore were signed under “Rising Rajasthan 2024,” of which projects worth ₹8.15 lakh crore have already been grounded.
