Tripartite MoUs Signed to Supply Downstream Products in Rajasthan Petro Zone
Jaipur, April 2026: In a major step toward boosting industrial development, 18 tripartite Memorandums of Understanding (MoUs) were signed to ensure the supply of downstream products to industrial units in the Rajasthan Petro Zone (RPZ) located in Balotra. The agreements were signed between HPCL Refinery, the Industries and Commerce Department, and various industrial stakeholders in the presence of Chief Minister Bhajanlal Sharma at the Chief Minister’s residence.
On the occasion, the Chief Minister announced that Prime Minister Narendra Modi will inaugurate the Pachpadra Refinery on April 21, marking a historic milestone for both the state and the country. He emphasized that the Rajasthan Refinery and Petrochemical Complex will not only serve as a hub for fuel production but also act as a driving force for a petrochemical-based industrial revolution in the state.
Sharma stated that the Rajasthan Petro Zone has been developed to facilitate the establishment of ancillary industries based on downstream products from the refinery. This will enable entrepreneurs to directly access raw materials from the refinery, significantly reducing production costs. Industries related to plastics, pharmaceuticals, and automobiles are expected to benefit, with large-scale manufacturing of related products anticipated.
Industrial Expansion and Plug-and-Play Facilities
The Chief Minister highlighted that rapid progress is being made to establish industries linked to the refinery, generating employment opportunities. The RPZ is being developed over 1,022 hectares near Borawas-Kalawa. In the first phase, around 30 hectares have already been developed, and 45 out of 86 industrial plots have been allotted. Additionally, eight plug-and-play factory sheds have been constructed, allowing investors to install machinery and begin operations immediately.
In the second phase, 257 plots spread across 213 hectares will be available for allocation, with environmental clearance already obtained. Infrastructure development, including roads, electricity, street lighting, and signage, has been approved at a cost of ₹68 crore across approximately 87 hectares.
Further Expansion and New Industrial Areas
The third phase of the project will cover around 780 hectares, with environmental clearance applications submitted for 447 hectares. Land has been allocated for expansion in areas such as Ramnagar (Thob), Sindhiyon Ki Dhani, Vederlai, Borawas Extension, and Khemababa Nagar. Infrastructure development in these areas will soon begin, followed by plot allocation. A new industrial area will also be developed in Jerla.
Boost to Downstream Industries and Manufacturing
The refinery will produce a large volume of downstream petrochemical products in addition to fuel, providing high-quality raw materials for upcoming industries. By-products such as polypropylene, polyethylene (HDPE/LLDPE), benzene, toluene, and butadiene will support a wide range of industries.
These materials will enable large-scale production of goods such as plastic furniture, agricultural pipes, packaging films, automobile components like dashboards and bumpers, synthetic fibers, medical syringes, and chemicals used in paints and detergents. This ecosystem is expected to enhance the refinery’s utility and position Rajasthan as a global manufacturing hub through value-added production at the local level.
Industry and Commerce Minister Rajyavardhan Rathore noted that rapid development is taking place in the state, leading to significant job creation. Chief Secretary V. Srinivas and Additional Chief Secretary (Industries) Shikhar Agarwal also highlighted the key features of the Pachpadra Refinery.
The event was attended by HPCL Marketing Director Amit Garg, Petrochemical Head Saugata Chowdhury, investors, and senior officials. Minister of State for Industries K.K. Bishnoi, MLA Arun Choudhary, and senior officials from Jodhpur and Balotra districts joined the event virtually.
