Ministry of Youth Affairs & Sports to organise “Nasha Mukt Yuva for Viksit Bharat” Conclave and Chintan Shivir in Shillong

Shillong, Meghalaya to host deliberations involving MY Bharat, NSS, youth officers, civil society organisations and policymakers from across Northeast India
The Department of Youth Affairs, Ministry of Youth Affairs & Sports, in collaboration with MY Bharat, will organise a two-day “Chintan Shivir – Purvottar” on 29–30 May 2026 and a one-day “Nasha Mukt Yuva for Viksit Bharat” Conclave on 28 May 2026 at the Indian Institute of Management (IIM), Shillong, Meghalaya.
The initiatives are being organised as part of the Government’s broader vision of building a developed, empowered and socially responsible youth ecosystem aligned with the vision of Viksit Bharat @2047. The programmes will bring together senior officials of the Department of Youth Affairs, MY Bharat, MY Bharat-NSS, District Youth Officers, Regional Directors, academicians, experts, civil society organisations and youth stakeholders from across the Northeast region.
The “Nasha Mukt Yuva for Viksit Bharat” Conclave will focus on addressing the growing challenge of substance abuse among youth, particularly in Northeast India, through awareness generation, collaborative action and youth-led community engagement. The concept note highlights that the Northeastern states face a disproportionately higher burden of substance use disorders owing to geo-strategic vulnerabilities and trafficking routes.
The conclave aims to sensitise stakeholders on the adverse impacts of substance abuse, showcase evidence-based best practices and community-driven intervention models, strengthen inter-agency collaboration and mobilise youth as ambassadors of a drug-free India.
The programme will feature presentations on the MY Bharat Portal and the Nasha Mukt Yuva for Viksit Bharat Abhiyan, followed by thematic sessions on substance abuse prevention and rehabilitation models. Minister of State for Youth Affairs & Sports Smt. Raksha Nikhil Khadse will address participants during the conclave.
Representatives from organisations working in the field of de-addiction and rehabilitation across Northeast India will present best practices and replicable models for substance abuse prevention. The conclave will culminate with a collective Nasha Mukti Pledge Ceremony reaffirming commitment towards building a drug-free society.

The “Chintan Shivir – Purvottar” scheduled for 29–30 May 2026 has been conceptualised as a structured platform for brainstorming, policy alignment, leadership development and institutional strengthening within the Department of Youth Affairs ecosystem.
The Chintan Shivir seeks to encourage innovation in governance, foster organisational cohesion, promote technological modernisation, strengthen leadership capabilities and facilitate dissemination of best practices from field-level experiences.
The two-day deliberations will include transformational leadership sessions by IIM Shillong faculty, strategic discussions on Annual Action Plans, presentations on digital youth engagement through the MY Bharat Portal, NSS institutional strengthening and thematic group discussions for action-oriented recommendations.
The inaugural session on 29 May 2026 will feature a keynote address by Union Minister Dr. Mansukh Mandaviya , MoS Smt. Raksha Khadse, Secretary Department of Youth Affairs Dr. Pallavi Jain Govil and Additional Secretary Shri Nitesh Kumar Mishra.
The second day of the Chintan Shivir will focus on solution design, action commitments and policy recommendations through thematic group presentations and collective deliberations. Sessions on community mobilisation, Fit India, Prime Minister Internship Scheme and youth engagement strategies are also scheduled as part of the programme.
The Department expects the deliberations to generate actionable recommendations aligned with Vision 2047, strengthen institutional coordination, document replicable best practices and further enhance youth participation in nation-building initiatives.
