Mamata Banerjee Passes Anti-Rape Bill Amid RG Kar Hospital Case Outrage.

West Bengal Chief Minister Mamata Banerjee has introduced ‘The Aparajita Woman and Child (West Bengal Criminal Laws Amendment) Bill 2024,’ commonly known as the anti-rape bill, in the state legislative assembly on September 3. The bill, which aims to ensure capital punishment for rapists, is seen as a response to the public outrage following the rape and murder of a junior doctor at R.G. Kar Medical College. Banerjee had previously promised to pass such legislation within 10 days.

The Trinamool Congress (TMC) government has faced significant criticism since the incident, particularly for alleged lapses in the initial investigation by Kolkata Police and attempts to suppress protests. Even the Supreme Court intervened, urging the state to avoid using force against demonstrators. The new bill is perceived as a damage-control measure, intended to pacify public anger.

Introducing the bill, Banerjee emphasized that it strengthens the provisions of the Protection of Children from Sexual Offenses (POCSO) Act, mandating the death penalty for rapists whose crimes result in the victim’s death or severe brain damage. She also announced the formation of an ‘Aparajita Task Force’ to expedite justice within 21 days of the preliminary report. Additionally, Banerjee highlighted the allocation of ₹120 crore for improving safety measures for female medical professionals, including the installation of CCTV cameras and ensuring better security for women working night shifts.
