Cabinet Approves ₹21,485 Cr for Development, Public Welfare and Healthcare
Bhopal, June 2026 : Chief Minister Dr. Mohan Yadav Chairs the Cabinet meeting at Mantralaya on Tuesday. The Cabinet approved expenditure of ₹21,485 crore for the holistic development of the state, public welfare, and the strengthening of healthcare services. Several historic and far-reaching decisions were also taken to enhance administrative efficiency.
Providing major relief to citizens, the Cabinet approved the Ownership Rights Record Execution and Registration Scheme–2026, under which stamp duty and registration fees on ownership rights records will be completely waived. The State Government will bear the entire financial burden of ₹3,800 crore under the scheme.
The Cabinet also approved an allocation of approximately ₹17,059 crore under the Public Health and Medical Education Department to strengthen healthcare infrastructure. The approval will facilitate the construction of new medical colleges and expansion of MBBS and postgraduate medical seats.
To accelerate rural development and financial reforms, the Cabinet approved draft ordinances proposing amendments to the Madhya Pradesh Panchayat Raj and Gram Swaraj Act, 1993 and the Madhya Pradesh Cess Act. To bring greater transparency and efficiency in school education, it was decided that students of Classes I to VIII in government schools will be provided ready-made stitched uniforms through a tender-based procurement process from the academic session 2026–27.
The Cabinet also approved the revised cost of the Indore District Court Building project, ratified the constitution of a judicial commission to investigate the Bargi Reservoir accident, and endorsed the decision to grant SGST exemption to two feature films. These decisions mark a significant step towards infrastructure expansion, transparent governance, and public welfare in Madhya Pradesh.
Approval Granted to Ownership Rights Record Execution and Registration Scheme–2026
The Cabinet approved the Ownership Rights Record Execution and Registration Scheme–2026. It was decided that ownership rights records prepared under the SVAMITVA Scheme for landholders across the state will be formally registered to facilitate easier access to institutional credit.
Under the scheme, conveyance deeds will be executed and registered, enabling citizens to avail loans for house construction, business activities, agriculture, and other livelihood-related purposes, thereby strengthening their economic condition. The scheme will be implemented across the state through a special campaign.
So far, 68.11 lakh ownership rights records have been prepared, including 48.32 lakh private properties. No stamp duty or registration fee will be charged from beneficiaries for the registration of these records. The entire expenditure of approximately ₹3,800 crore will be borne by the State Government.
Madhya Pradesh will become the first state in the country to secure property ownership rights for residents of rural habitation areas, paving the way for their economic empowerment and advancement. Under the SVAMITVA Scheme, ownership rights records have been prepared using drone technology to provide legal recognition to rural property holders.
For effective implementation, a committee headed by the Commissioner, Land Resource Management will be constituted to issue detailed guidelines, define operational procedures, and periodically review progress. The committee will include the Inspector General of Registration and Superintendent of Stamps, Commissioner of Treasury and Accounts, Commissioner/Director of Panchayat and Rural Development, and the Managing Director of MPSEDC as members. Subject experts may also be co-opted as required.
An amount of ₹10 crore has been approved at the state level for publicity, awareness campaigns, and printing-related expenses. The Revenue Department has been authorised to issue detailed guidelines, circulars, and clarifications from time to time.
Approved Nearly ₹17,059 Cr for Public Health and Medical Education
The Cabinet approved approximately ₹17,059 crore under the Public Health and Medical Education Department to strengthen healthcare services across the state.
Approved ₹14,363.95 Cr for Medical College-Associated Hospital Scheme
The Cabinet approved ₹14,363.95 crore for the continued operation of the Medical College-Associated Hospital Scheme from 1 April 2026 to 31 March 2031. Under the scheme, medical colleges and affiliated hospitals are being operated by the State Government at 12 district headquarters to provide free, quality healthcare services and develop medical human resources in the state.
Approved ₹657 Cr for Strengthening Postgraduate Medical Education
An amount of ₹657 crore was approved for strengthening postgraduate medical education. The scheme will facilitate the construction of additional infrastructure and replacement of machinery and equipment in medical colleges in accordance with the norms of the National Medical Commission, with financial assistance from the Government of India.
The initiative will increase postgraduate seats and expand medical education at both state and national levels while ensuring the availability of trained medical professionals from remote rural areas to district-level healthcare institutions.
Cabinet Approval for ₹1,200 Cr for Construction of New Medical Colleges
The Cabinet approved ₹1,200 crore for the construction of new medical colleges. Under the approval, new medical college buildings will be constructed in Ujjain, Seoni, Chhatarpur, Damoh and Budhni.
Allocation of ₹838 Cr for Expansion of MBBS Seats
An allocation of ₹838 crore was approved for increasing MBBS seats in the state’s medical colleges. The funds will be used for infrastructure development, installation of modern equipment, and provision of teaching and academic resources. This will help secure approval from the National Medical Commission for increasing MBBS seats in the state.
Revised Cost of Indore District Court Building Approved
The Cabinet approved the revised construction cost of the under-construction District Court Building at Pipliyahana, Indore. The project cost has been revised from ₹411.01 crore to ₹626.61 crore.
Ready-Made Uniforms for Students from Classes I to VIII
The Cabinet decided that students studying in government schools from Classes I to VIII will be provided ready-made stitched uniforms through a tender-based procurement process from the academic session 2026–27 onwards. The Madhya Pradesh Textbook Corporation has been authorised to undertake the tender process. The objective is to provide two sets of quality uniforms to students before the commencement of each academic session, ensuring timely and uniform distribution.
Amendment Draft for Madhya Pradesh Panchayat Raj and Gram Swaraj Ordinance, 2026
The Cabinet approved the draft Madhya Pradesh Panchayat Raj and Gram Swaraj Act, 1993 (Amendment) Ordinance, 2026. As per the approval, the ordinance will be promulgated by the Governor under Article 213(1) of the Constitution of India.
Amendment Draft for Madhya Pradesh Cess Ordinance, 2026
The Cabinet approved the draft Madhya Pradesh Cess (Amendment) Ordinance, 2026 to amend Section 9(1) of the Madhya Pradesh Cess Act, 1981. The Finance Department has been authorised to take further action for promulgation of the ordinance under Article 213(1) of the Constitution. The amendment is intended to address administrative and financial requirements arising from the large-scale registration of ownership records under the SVAMITVA Scheme while safeguarding government revenue interests.
Ratification of SGST Exemption for Two Hindi Feature Films
The Cabinet ratified the State Government’s decision to grant SGST exemption on the screening of the Hindi feature films “Tanvi The Great”, directed by Anupam Kher, and “Shatakah: Sangh Ke 100 Varsh”, directed by Ashish Mall. Under the decision, an amount equivalent to the State Goods and Services Tax (SGST) payable under the Madhya Pradesh Goods and Services Tax Act, 2017 will be reimbursed, thereby extending the benefit of tax exemption to cinema-goers. The Cabinet ratified departmental orders issued on 24 July 2025 and 3 March 2026 in this regard.
Ratification of Judicial Inquiry Commission for Bargi Reservoir Accident
The Cabinet ratified the order issued on 10 May 2026 regarding the constitution of a single-member Judicial Inquiry Commission to investigate the loss of lives caused by the cruise accident at the Bargi Dam Reservoir, Jabalpur, on 30 April 2026. The Commission is headed by Justice (Retd.) Sanjay Dwivedi, former Judge of the High Court of Jabalpur, and has been constituted to conduct a judicial inquiry into the incident.
