Chief Secretary Reviews Compliance Reduction and De-regulation Phase-2, Sets June 20 Deadline

Jaipur, June 2026 : Rajasthan Chief Secretary V. Srinivas on Tuesday reviewed the progress of the state’s Compliance Reduction and De-regulation Phase-2 initiative and directed all concerned departments to complete the assigned tasks and upload the outcomes on the designated portal by June 20.

Chairing a review meeting at the Secretariat, the Chief Secretary instructed the departments of Medical and Health, School Education, Higher Education, Revenue, Forest and Environment, Urban Development, Labour, Legal Metrology, Justice, and Industries to expedite implementation of the proposed reforms. Detailed discussions were held on the changes and improvements to be introduced across these departments.

Srinivas said the initiative is aimed at improving the ease of doing business and simplifying administrative procedures across the state. Under Compliance Reduction and De-regulation Phase-2, a total of 28 priority reform areas covering 16 departments have been identified.

These reforms focus on simplifying procedures related to land use, building and construction approvals, utilities, various regulatory permissions, electricity, environmental clearances, tourism, education, healthcare, and the establishment of industries and businesses.

Additional Chief Secretary, Industries and Commerce, Shikhar Agrawal, informed the meeting that out of the 28 reform areas identified by the Government of India, eight have already been implemented in Rajasthan. These include reforms in the Energy, Higher Education, School Education, and Industries departments, as well as in the Rajasthan State Industrial Development and Investment Corporation (RIICO), Bureau of Investment Promotion (BIP), and the Pollution Control Board.

He further stated that action plans have been prepared for 15 additional reform areas. Of these, five have already been implemented, while the remaining 10 are at various stages of execution.

Focus on Eliminating Unnecessary Regulations

The primary objective of the initiative is to eliminate redundant rules, cumbersome procedures, and excessive compliance requirements, thereby creating a more transparent, efficient, and citizen-friendly governance system.

Officials said the reforms are expected to improve both the speed and quality of public services while bringing positive changes to the state’s administrative and economic framework.

The initiative is also aimed at reducing the burden on businesses by minimizing repetitive approvals, documentation requirements, and inspection-related complexities. This is expected to make it easier for entrepreneurs to start and operate businesses in the state.

Particular emphasis is being placed on supporting startups, micro, small and medium enterprises (MSMEs), and new entrepreneurs, who often face regulatory hurdles and high compliance costs. The reforms are expected to save time, reduce operational expenses, and improve resource utilization for businesses.

Senior officials from the concerned departments attended the meeting and reviewed the progress of the reforms. The Chief Secretary stressed the need for timely implementation so that the benefits of simplified regulations and improved governance can reach citizens and businesses at the earliest.
