India-US Trade Deal Nearing Completion as Rubio Highlights Expanding Strategic Partnership

Washington, June 2026 : The United States and India are on the verge of finalising a long-awaited bilateral trade agreement, with negotiations expected to conclude within the next few weeks, US Secretary of State Marco Rubio told lawmakers on Wednesday. His remarks underscored the growing momentum in economic and strategic cooperation between the two democracies.

Speaking during a hearing of the House Foreign Affairs Committee, Rubio reflected on his recent visit to India and expressed optimism about the progress made in trade discussions between Washington and New Delhi.

“The hope is that we can wrap up negotiations on our trade agreement within a few weeks. Both sides are keen to see the deal completed,” Rubio said, indicating that the two countries are close to reaching a consensus on key issues after months of discussions.

India a Key Strategic Partner

Throughout his testimony, Rubio repeatedly described India as one of the United States’ most important strategic partners, particularly in the Indo-Pacific region, where both nations share common interests in security, economic stability and regional connectivity.

He noted that his India visit also included discussions with representatives of the Quad grouping, which brings together India, United States, Japan and Australia. The four-nation framework has emerged as a major platform for cooperation on regional security, technology and economic initiatives.

Rubio said the Quad has held multiple meetings in recent months, including a ministerial-level gathering in India last week. He added that another high-level meeting and a leaders’ summit are expected later this year as member countries seek to deepen collaboration across a range of sectors.

Focus on Maritime Security

According to Rubio, the Quad countries are increasingly moving beyond diplomatic consultations and focusing on practical initiatives that can strengthen regional security and resilience.

One of the major areas of cooperation is maritime domain awareness, which involves sharing information and resources to monitor activities across the Indo-Pacific’s vast sea lanes.

Rubio said the four countries are working together to improve visibility over shipping routes, undersea communication cables and the movement of sanctioned vessels. Such efforts are aimed at ensuring the security of critical maritime infrastructure and safeguarding international trade routes that are vital to the global economy.

Cooperation on Critical Minerals and Technology

The Secretary of State also highlighted growing international collaboration on critical minerals, which are essential for advanced manufacturing, clean energy technologies and defence industries.

Rubio pointed to a recent rare earth minerals ministerial attended by representatives from more than 30 countries. The initiative, led by the United States, seeks to diversify global supply chains and reduce excessive dependence on any single country for critical mineral resources.

He said participating nations are working together to ensure reliable access to rare earth materials that will be crucial for future economic growth and technological development.

AI Supply Chains Under New Initiative

Rubio also drew attention to a new multinational initiative called “Pax Silica,” which brings together 14 countries to strengthen supply chains linked to artificial intelligence and emerging technologies.

The programme is designed to promote cooperation among participating nations in securing the materials, infrastructure and technological ecosystems required for AI development.

According to Rubio, the initiative reflects a broader effort by like-minded countries to build resilient technology networks and ensure that future innovation remains supported by secure and trusted supply chains.

His remarks highlighted the expanding scope of India-US cooperation, with trade, technology, critical minerals, maritime security and artificial intelligence emerging as key pillars of a rapidly evolving strategic partnership.
